【摘要】 随着安全管理体系(SMS)在民航行业的全面推行,航空安全管理已经进入到事前管理、过程管理的阶段,因此准确、客观地衡量评价航空公司整体安全管理绩效水平,找出薄弱环节、提供改进方向,对航空公司安全管理改进有着重要意义。通过对航空安全管理理论和安全绩效评价现状进行研究,本文结合J航空公司实际情况,对J航空公司安全绩效评价现状问题进行了分析研究,基于航空安全管理体系及及行业要求,运用事故树分析法、安全管理体系要素法、德尔菲法,建立了J航空公司安全绩效综合评价指标体系,从运行结果、运行过程风险、安全管理效果三个维度建立7项二级指标、30项三级指标,采用多轮德尔菲专家问卷法对指标进行权重打分,运用层次分析法、模糊综合评价法对各指标计算权重、建立评语集、建立模糊综合评价矩阵,从而建立模糊综合评价模型,对J航空公司安全管理绩效进行综合评价,并结合评价结果提出改进建议和管理启示。通过研究,建立了与J航空公司实际情况相符的安全管理绩效综合评价指标体系及综合评价模型,并通过该模型对J航空公司安全绩效进行了较为科学合理的评价,为J航空公司后续的运行安全改进提供了决策支持和方向。综上,本文运用航空安全管理理论与方法对J航空公司安全绩效进行了综合评价,提出管理启示,同时也为行业内其他中小规模的航空公司安全管理绩效评价提供方法和思路。更多还原

【Abstract】 With the full implementation of Safety Management System(SMS)in the civil aviation industry,aviation safety management has entered the stage of prior management and process management.Therefore,it is of great significance to accurately and objectively measure and evaluate the safety performance of airlines,identify weak links and provide improvement direction for the improvement of safety management of airlines.Combined with the actual situation of J airline,this paper analyzes and studies the current situation of J airline’s safety performance evaluation.Based on the aviation safety management system and industry requirements,this paper establishes the comprehensive evaluation index system of J airline’s safety performance by using the fault tree analysis(FTA)method,safety management system element method and Delphi method。It establishes 7 secondary indicators 30 third-level indicators from the three dimensions of operation results,operation process risk and safety management effect.Multiple rounds of expert questionnaire are used to score the weight of the indicators.Analytic hierarchy process and fuzzy comprehensive evaluation method are used to calculate the weight of indicators,and establish the fuzzy comprehensive evaluation matrix,so as to establish the fuzzy comprehensive evaluation model.At last,this paper evaluates the safety management performance of J airlines,and put forward improvement suggestions and management enlightenment in combination with the evaluation results.Through the research,the safety performance evaluation model of J airline is established,and the model is used to evaluate the safety performance of J airline scientifically and reasonably.It provides decision support and direction for the subsequent operation safety improvement of J airline.In short,this paper comprehensively evaluates the safety performance of J airline by using aviation safety management theories and methods,and puts forward management enlightenment.At the same time,it also provides methods and ideas for the safety management performance evaluation of other small and medium-sized airlines in the industry.更多还原
