【摘要】 “住房不炒”发展理念引领下,租购并举保障基本住房需求是各级政府住房与城乡建设的工作重点。为加快培育和发展住房租赁市场,多渠道保障满足群众住房需求,各地正积极探索建立实物配租模式和货币化补贴模式并行的公共租赁住房补贴制度。由于我国公共租赁住房补贴制度发展时间较短,实践经验不足,制度设计时缺乏对福利依赖现象的预防和应对,导致无论是实物配租模式还是货币化补贴模式,都存在管理失范、“只进不出”等可能影响住房保障目的实现的问题。缺乏完善的运行管理机制,公租房租赁补贴制度可能引起行政管理、财政浪费甚至社会价值观的贬损。为推动公租房补贴退出管理工作更科学高效地进行,本文通过文献整理,对比分析,综合研究等方法,主要做出了以下努力:首先,明确了我国现有的公共租赁住房补贴制度的内容构成,并根据国内外对福利依赖的研究,说明了对住房租赁补贴制度的福利依赖风险研究的必要性;其次,详细论述缺乏完善的退出管理机制可能带来的不良影响,包括妨害财政公平和行政效率,并可能导致福利依赖社会集群效应和福利文化代际传递,损害社会价值观,加剧普惠、全面、发展的社会保障制度所带来的财政压力;然后,对福利依赖风险的成因进行检视,找出从律依据、财政监督、协同动态监管、退出激励、违规惩戒和长效帮扶等方面的风险诱因;接着,针对构建健康长效的住房租赁补贴机制,提出约束规范建议:(1)探索建立系统独立的《公共租赁住房补贴管理办法》,为补贴工作展开及纠纷解决提供权威法律依据;(2)优化实物配租模式和货币化补贴模式,提高补贴模式科学性;(3)建立经济状况申报制度,确保经济状况申报及时性、真实性;(4)搭建动态监管平台,构建财政监督制度,避免财政浪费;(5)修正退出管理制度,提供长效帮扶机制,明确违规惩戒,实现法律责任承担行政司法衔接。最后,进行总结,即为实现住房保障目的,应当重视对福利依赖心理的主动干预,树立正确的住房保障与福利责任观,并将其作为构建住房租赁补贴制度的观念基础和福利依赖风险防范建设之根本。更多还原

【Abstract】 Under the guidance of the development concept of "housing should not be speculation",the government at all levels focuses on housing and urban and rural construction to guarantee the basic housing demand through both renting and purchasing.In order to speed up the cultivation and development of the housing rental market and meet people’s housing needs through multiple channels,local governments are actively exploring the establishment of a public rental housing subsidy system based on physical rent distribution and monetary subsidies.Due to the short development time of China’s housing rental subsidy system,lack of practical experience,and lack of prevention and response to the phenomenon of welfare dependence in the design of the system,there are problems such as mismanagement and "only in but not out" that may affect the realization of the purpose of housing security in both the physical rent distribution model and the monetization subsidy model.Lacking a perfect operation and management mechanism,the public rental rental subsidy system may cause administrative management,financial waste and even the derogation of social values.In order to promote the withdrawal management of public rental housing subsidies in a more scientific and efficient way,this paper made the following efforts through literature review,comparative analysis,comprehensive research and other methods:Firstly,it makes clear the content composition of China’s existing public rental housing subsidy system,and explains the necessity of studying the welfare dependence risk of housing rental housing subsidy system according to the domestic and foreign studies on welfare dependence.Secondly,a detailed discussion on the lack of perfect exit management mechanism may bring negative effects,including breach of fiscal justice and administrative efficiency,and could lead to welfare dependency culture intergenerational transmission of cluster effect and social welfare,damage social values,intensifying pratt &whitney,comprehensive,development of financial pressures brought by the social security system;Then,the paper examines the causes of welfare dependence risk,and finds out the risk inducements from legal basis,financial supervision,collaborative dynamic supervision,withdrawal incentive,disciplinary punishment for violations and long-term assistance:(1)Explore the establishment of systematic and independent Measures for the Administration of Public Rental Housing Subsidies to provide an authoritative legal basis for the implementation of subsidies and dispute resolution;(2)Optimize the physical rent distribution model and the monetization subsidy model to improve the scientific nature of the subsidy model;(3)Establish a property declaration system to ensure the timeliness and authenticity of property declaration;(4)Build a dynamic supervision platform and a financial supervision system to avoid fiscal waste;(5)Amend the exit management system,provide long-term support mechanism,clarify punishment for violations,and realize administrative and judicial connection of legal responsibility.Finally,it concludes that in order to realize the purpose of housing security,we should pay attention to the active intervention of welfare dependence psychology,establish the correct concept of housing security and welfare responsibility,and take it as the conceptual basis of building housing rental subsidy system and the foundation of the construction of welfare dependence risk prevention.更多还原
