【摘要】 城市地铁凭借客流量大、运行效率高、受环境影响小等特有优势,逐渐发展为公共交通系统的骨干力量。近年来,沈阳地铁线网运营规模已然形成并不断扩大,因其人员聚集、空间密闭、发展快速等特点,突发事件应急管理也面临着更大的问题和挑战。为此,亟待深入开展沈阳地铁运营应急管理方面的相关研究。首先从应急管理和地铁运营的概念入手,结合4R危机管理理论和治理理论寻求沈阳地铁运营应急管理的优化路径。在梳理沈阳地铁运营应急管理“一案三制”方面的积极举措后,指出了部门间协调联动性不强、监测预警设备及功能不健全、应急处置能力相对薄弱、社会参与力量比较匮乏等问题,究其原因是风险防范意识不强、缺乏统一应急信息平台、运营时间短且实战经验欠缺以及公众参与机制尚未建立,最终结合沈阳地铁现实情况构建了“一个平台、两种系统、三方力量”的沈阳地铁运营应急管理体系。通过提升防范意识,扩展预警功能,创建应急信息平台,改善应急预案,增强实战演练,积极培育社会力量等一系列措施更好地形成应急合力,为沈阳地铁运营应急管理拓展新方法和新思路。更多还原

【Abstract】 With the advantages of large capacity,high efficiency and little environmental impact,urban subways have grown up to the main force of the public transportation system.In recent years,the metro lines have gradually increased in Shenyang.emergency management will also appear great problems and challenges Due to its special characteristics of underground space,compact structure,high-speed operation and dense crowd flow,the emergency management makes more and more problems and challenges.It is urgent to attaching more importance to research on emergency management of metro operation in Shenyang.At first,it expounds the concepts of emergency management and subway operation.According to 4R crisis management theory and collaborative governance theory,we seek the optimal path of emergency management in Shenyang Metro.Secondly,Shenyang Metro has taken many measures in plans,mechanisms,systems and legal systems of emergency management.Thirdly,it analyzes the main problems such as poor coordination,monitoring equipment and its functions,weak emergency response capabilities and lack of social participation.The reasons are lack of an emergency information platform,poor prevention awareness,lack of practical experience,and public participation mechanism has not yet been established.Finally,it creates "one platform,two systems and third-party power" emergency management system for Shenyang Metro.It forms comprehensive strength by strengthening emergency awareness,expanding warning functions,creating information platforms,improving emergency plans,strengthening actual combat drills,and actively cultivating social forces.The system can expand new ideas and methods of emergency management for metro operation in Shenyang.更多还原
