【摘要】 残疾是人类社会长久存在的问题。根据第二次全国残疾人抽样调查,目前我国0-6岁残疾儿童约167.8万人,占残疾人总数的2.02%,每年新增残疾儿童19.9万人。儿童是民族的未来和希望,保障残疾儿童康复权益,让其与正常儿童一样共享社会发展成果,更有幸福感、获得感,是党和政府义不容辞的责任。十九大报告提出“发展残疾人事业,加强残疾人康复服务”。许昌市根据这一部署,进一步改善残疾儿童康复状况,构建完善社会保障体系。本文对许昌市残疾儿童康复救助政策执行情况进行研究,研究对象为0-6岁的残疾儿童。基于积极福利理论、公共选择理论、政策执行过程模型,采用问卷调查法、个案访谈法等掌握第一手资料。通过对残疾儿童康复效果、康复服务需求、康复救助满意度等研究,分析了影响残疾儿童康复救助政策执行的因素,力图客观、准确地反映残疾儿童康复救助政策执行现状,找出实现救助政策执行效益最大化的方法。通过研究,发现了残疾儿童康复救助政策执行中存在的主要问题:残疾儿童康复救助未能实现动态意义上的应救尽救;康复救助机构及从业者素质不高;缺乏对康复救助政策执行的各项保障。导致这些问题的原因包括:残疾儿童康复救助政策顶层设计不完善;残疾儿童康复救助资源不均等;未健全保障康复救助政策执行的机制。对如何提高救助政策执行效果,本文提出如下建议:提高康复救助政策制定的科学化;推动资源均等化,提高政策执行者的素质;建立保障康复救助政策执行的机制。以期更加全面精准地保障残疾儿童康复权益,同时对中部地区残疾儿童康复救助政策的完善提供参考。更多还原

【Abstract】 Disability is a long-standing problem in human society.According to the Second National Sampling Survey of Disabled Persons,there are currently about 1.678 million disabled children aged 0-6 in my country,accounting for 2.02% of the total number of disabled persons,and 199,000 disabled children are added every year.Children are the future and hope of the nation.It is the unshirkable responsibility of the Party and the government to protect the rights and interests of disabled children in rehabilitation,and to allow them to share the fruits of social development with normal children,and to have a greater sense of happiness and gain.The report of the 19 th National Congress of the Communist Party of China proposed to "develop the cause of the disabled and strengthen the rehabilitation services for the disabled".According to this deployment,Xuchang City improve the rehabilitation of disabled children,and build a perfect social security system.This paper studies the implementation of the rehabilitation assistance policy for disabled children in Xuchang City,and the research objects are disabled children aged 0-6.Based on positive welfare theory,public choice theory and policy implementation process model,first-hand information is obtained by means of questionnaire survey and case interview methods.Through the research on the rehabilitation effect of disabled children,the demand for rehabilitation services,and the satisfaction of rehabilitation assistance,this paper analyzes the factors that affect the implementation of the rehabilitation assistance policy for disabled children,tries to objectively and accurately reflect the current situation of the implementation of the rehabilitation assistance policy for disabled children,and finds out the implementation of the assistance policy.method to maximize benefits.Through the research,we found the main problems in the implementation of the rehabilitation assistance policy for disabled children: the rehabilitation assistance for disabled children fails to achieve all the necessary assistance in a dynamic sense;the quality of rehabilitation assistance institutions and practitioners is not high;All guarantees.The reasons for these problems include: imperfect top-level design of rehabilitation assistance policies for disabled children;unequal resources for rehabilitation assistance for disabled children;and incomplete mechanisms to ensure the implementation of rehabilitation assistance policies.On how to propose the effect of the implementation of the rescue policy,this paper puts forward the following suggestions: improve the scientific formulation of the rehabilitation assistance policy;promote the equalization of resources and improve the quality of policy executors;establish a mechanism to ensure the implementation of the rehabilitation assistance policy.In order to more comprehensively and accurately protect the rehabilitation rights and interests of disabled children,it also provides a reference for the improvement of the rehabilitation assistance policy for disabled children in the central region.更多还原
