【摘要】 污水处理是县级政府公共服务中的重要内容,本文以云南省安宁市(县级)污水处理为案例,梳理了该县在提供污水处理这一公共服务的治理模式,主要表现为三个阶段:即政府主导的单中心治理模式(2006-2012年);市场主导的单中心治理模式(2013-2016年);单中心逐渐转变为政府为核心、市场主体和社会主体参与的多中心治理模式(2017年至今),通过对研究对象的深入分析,查找了县级污水处理存在困境和成因,主要体现在提供公共服务过程中政府部门治理思路未转变导致的角色定位不清、监管不到位,对公私治理模式的认知偏差导致的公共服务市场化经验不足,社会主体参与冷漠、理性不足等方面。本文以案例分析法为主,收集大量一手数据进行研究,基于存在问题和成因,在县域污水处理这一公共服务中引入多中心治理理论,提出政府主导扮演提供者和监督者、市场参与扮演生产者、社会主体和公众参与辅助监督的多中心的治理格局,通过借鉴美国、日本和我国青岛的成功经验,提出转变政府治理思路、提升政府治理能力;坚持多主体共治共享、搭建多主体合作平台;健全社会网络、引导公众参与等对策,具体提出了加强政府诚信建设、加强污水处理信息公开、建立价格激励机制、建立风险共担机制、培育公众治理意识等措施,构建政府主导、市场和社会参与的多中心治理格局,以期为我国其他县级城市污水处理提供参考。更多还原

【Abstract】 Sewage treatment is an important element in the public service of county-level government.This paper takes the case of sewage treatment in Anning City(county-level),Yunnan Province,and composes the governance model of the county in providing sewage treatment as a public service,which is mainly manifested in three stages:the government-led single-center governance model(2006-2012);the market-led single-center governance model(2013-2016);the single-center is gradually transformed into a polycentric governance model with the government as the core and the participation of market and social entities(2017 to present).Through in-depth analysis of the research subjects,the dilemmas and causes of county-level sewage treatment were identified,mainly reflected in the unchanged governance mindset of government departments in the process of providing public services resulting in unclear role positioning and inadequate supervision;the cognitive bias of public and private governance models resulting in public services Insufficient experience in marketization,social subjects participate in apathy and lack of rationality,etc.Based on the case study method,this paper collects a large amount of primary data for research,based on the problems and causes,introduces polycentric governance theory in the public service of county sewage treatment,proposes a polycentric governance pattern in which the government leads as the provider and supervisor,the market participates as the producer,social subjects and the public participate in the auxiliary supervision.It by drawing on the successful experiences of Japan,the United States and Qingdao in China,proposes Transform the government’s governance mindset,improve the government’s governance capacity;insist on multi-body shared governance,build a multi-body cooperation platform;sound social network,guide public participation and other countermeasures,specifically put forward measures to strengthen the construction of government integrity,strengthen the disclosure of information on sewage treatment,establish a price incentive mechanism,establish a risk-sharing mechanism,cultivate public awareness of governance.To build a polycentric governance led by the government,market and social participation pattern,with a view to providing reference for other county-level cities in China for sewage treatment.更多还原
