【摘要】 党的十九大报告中提出,共享共治的社会治理模式应提高社会治理的社会化、法治化、智能化和专业化。2017年6月,国务院《关于加强和完善城乡社区治理的意见》提出,到2020年,实施“互联网+社区”行动计划,加快互联网与社区治理和服务体系的深度融合,指出“务实推进智慧社区信息系统建设,积极开发智慧社区移动客户端”。2022年民政部、中央政法委、中央网信办等9部门印发《关于深入推进智慧社区建设的意见》,明确了智慧社区建设的总体要求、重点任务和保障措施等,同时提出,到2025年基本构建起网格化管理、精细化服务、智慧化支撑、开放共享的智慧社区服务平台,初步打造成智慧共享、和睦共治的新型数字社区,社区治理和服务智能化水平显著提高,更好感知社会态势、畅通沟通渠道、辅助决策施政、方便群众办事。本文在智慧社区建设文献研究基础上,梳理总结目前智慧社区建设的研究成果。在基于新公共服务理论和整体性治理理论指导下,通过文献分析法、案例分析法、调查研究方法对成都市双流区智慧社区建设情况进行了研究。研究首先介绍了成都市双流区智慧社区建设的基础条件,其次从统筹推动的组织架构、具体举措和其他主体参与情况阐述了成都市双流区智慧社区建设的主要做法;其三从信息基础设施建设、应用端建设和典型应用场景建设介绍了成都市双流区智慧社区的主要内容;最后向成都市双流区的居民发放调研问卷,了解社区居民需求在智慧社区建设中实现的情况。研究发现,在成都市双流区智慧社区建设中,政府的公众服务意识淡薄和智慧社区建设的资源整合不足等原因,是导致智慧社区建设统筹推动动力不足、居民参与积极性不高、基础设施建设缺乏和信息共享不足的主要原因。结合典型智慧社区建设提出对策与建议,一是政府主导,聚焦需求统筹推动;二是强化信息基础及能力建设。智慧社区建设作为智慧城市建设的热点,为居民提供精准化、精细化服务,直接影响人民群众的获得感和幸福感,开展智慧社区建设研究具有重要的现实意义。同时,本研究在推进治理体系和治理能力现代化的背景下,运用了新公共服务理论和整体性治理理论开展研究,具有一定的理论意义。更多还原

【Abstract】 The report of the 19 th National Congress of the Communist Party of China proposed that the social governance model of sharing and co governance should improve the socialization,rule of law,intelligence and specialization of social governance.In June 2017,the State Council’s Opinions on Strengthening and Improving the Governance of Urban and Rural Communities proposed that by 2020,implement the "Internet plus Community" action plan,accelerate the deep integration of the Internet and community governance and service systems,and pointed out that "pragmatically promote the construction of smart community information systems,and actively develop smart community mobile clients".In 2022,the Ministry of Civil Affairs,the Central Political and Legal Commission,the Central Cyberspace Office and other nine departments will issue the Opinions on Deeply Promoting the Construction of Smart Communities,which clarifies the overall requirements,key tasks and safeguard measures for the construction of smart communities.At the same time,it is proposed that by 2025,a smart community service platform with grid management,refined services,smart support and open sharing will be basically built,and a new type of digital community with smart sharing and harmonious co governance will be initially built,the level of community governance and service intelligence has been significantly improved,so as to better perceive the social situation,unblock communication channels,assist decision-making and governance,and facilitate the masses to handle affairs.On the basis of literature research on smart community construction,this paper combs and summarizes the current research results of smart community construction.Under the guidance of the new public service theory and the overall governance theory,the construction of smart communities in Shuangliu District,Chengdu City,was studied by means of literature analysis,case analysis and investigation.The study first introduced the basic conditions for the construction of smart communities in Shuangliu District of Chengdu,and then elaborated the main practices of the construction of smart communities in Shuangliu District of Chengdu from the organizational structure,specific measures and participation of other subjects;thirdly,it introduces the main contents of the smart community in Shuangliu District of Chengdu from the aspects of information infrastructure construction,application end construction and typical application scenario construction;finally,the survey questionnaire was issued to the residents of Shuangliu District of Chengdu to understand the realization of community residents’ needs in the construction of smart communities.The study found that in the construction of smart communities in Shuangliu District,Chengdu,the government’s weak awareness of public service and insufficient integration of resources for smart community construction are the main reasons for the lack of impetus for the overall planning and promotion of smart community construction,the low enthusiasm of residents to participate,the lack of infrastructure construction and the lack of information sharing.Put forward countermeasures and suggestions in combination with the construction of typical smart communities.First,the government should take the lead and focus on the demand for overall promotion;second,strengthen the information foundation and capacity building.As a hot spot of smart city construction,smart community construction provides residents with accurate and refined services,which directly affects people’s sense of gain and happiness.It is of great practical significance to carry out research on smart community construction.At the same time,under the background of promoting the modernization of the governance system and governance capacity,this research has applied the new public service theory and the integrated governance theory to carry out research,which has certain theoretical significance.更多还原
