【摘要】 中国共产党之所以能够历经考验磨难无往而不胜,关键就在于能够在实践的基础上不断学习。学习是中国共产党永葆生机与活力的重要源泉,是党和政府科学决策的重要保障。立足新的历史方位,深入研究中共中央政治局集体学习制度的确立依据、学习内容、学习形式以及学习特点,对于总结中共中央政治局集体学习的经验,深入理解中国共产党执政规律,构建马克思主义学习型政党,都具有重要的意义。首先,中共中央政治局集体学习制度的确立,具有充分的依据。其理论依据主要来源于马克思主义经典作家、中华优秀传统文化和中央主要领导人关于学习的观点。这项制度的确立也是中国共产党历史经验的总结。在革命、建设、改革开放等各个历史时期,中国共产党始终重视学习,建立干部学习制度,举办经典原著学习活动,开展领导干部学习教育活动,这些活动为中共中央政治局开展集体学习提供了宝贵经验。此外,确立这项制度是现实的需要。面对国内外复杂环境,中国共产党迫切需要通过学习提升领导干部素质,进行理论创新和科学执政。其次,中共中央政治局集体学习的内容丰富、形式多样。深化马克思主义理论学习、围绕中国特色社会主义两大布局、重视党史学习教育、领略科技前沿动态、注重军事问题研究、聚焦世界发展动态等六个方面,为政治局集体学习的主要内容;专家讲解与讨论相结合,有关负责同志发言与讨论相结合,自学、重点发言与讨论相结合,实地调研、听取讲解与讨论相结合,为政治局集体学习的基本形式。最后,中共中央政治局集体学习呈现出鲜明的特征,即学习选题的时效性、学习目的的明确性、学习内容的丰富性、学习使命的强烈性、学习方式的灵活性等。中共中央政治局集体学习制度,对党和国家事业发展具有重要的意义和启示。其一,中共中央政治局集体学习,是中国共产党人的优势所在,也是我们党的一个优良传统。在不断学习和实践中,有助于提高党和政府的战略决策水平,有助于促进马克思主义学习型政党建设。其二,学习是中国共产党执政的密码所在。应对百年未有之大变局的挑战,中国共产党学习的深度、广度与强度亟待加强,学无止境。因此,新时代中国共产党必须继续发扬勤于学习、善于学习的优良品格,不忘初心,砥砺前行,为实现中华民族伟大复兴再创辉煌!更多还原

【Abstract】 The reason why the CPC can go through trials and tribulations,that it can continue to learn on the basis of practice.Learning is an important source for the CPC to maintain its vitality and vigor,which is an important guarantee for the scientific decision-making of the party and the government.Based on a new historical orientation,in-depth study of its establishment basis,learning contents,learning forms and learning characteristics.It is of great significance to summarize the collective learning experience,deeply understand the ruling law of the CPC,and build a Marxist learning party.First of all,the establishment of the collective learning system of the Political Bureau of the CPC Central Committee has sufficient basis.Its theoretical basis mainly comes from Marxist classical writers,excellent Chinese traditional culture and the views of the main leaders of the Central Committee on learning.The establishment of this system is also a summary of our party’s historical experience.In the historical periods of revolution,construction,reform and opening up,the CPC has always attached importance to learning,established a-cadre learning system,held activities to study classics and originals,and carried out activities to study and educate leading cadres.These activities have provided valuable experience for the Political Bureau of the CPC Central Committee to carry out collective learning.What’s more,the establishment of this system is a practical need.Facing the complex domestic and foreign environment,the CPC urgently needs to improve the quality of leading cadres through learning,theoretical innovation and scientific governance.Secondly,the collective learning of the Political Bureau of the CPC Central Committee is abundant in content and diverse in forms.Deepen the study of Marxist theory,focus on the two layout of socialism with Chinese characteristics,pay attention to the study and education of party history,appreciate the cutting-edge trends of science and technology,pay attention to the research of military issues and focus on the world development trends,which are the main contents of the collective study of the Political Bureau.The combination of expert explanation and discussion,relevant responsible comrades shall combine their speeches with discussion,self-study and key speech and discussion,field research,listening to explanation and discussion are the basic forms of collective learning of it.Last but not least,it presents distinct characteristics,that the timeliness of learning topics,the clarity of learning objectives,the richness of learning contents,the intensity of learning mission,the flexibility of learning methods and so on.The collective learning system of the Political Bureau of the CPC Central Committee is of great significance and enlightenment to the development of the cause of the party and the country.Firstly,it is not only the advantage of the Chinese Communists,but also a excellent tradition of our party.In continuous learning and practice,it will help to improve the strategic decision-making level of the party and the government and promote the construction of Marxist learning party.Secondly,learning is the key to the ruling of the CPC.In response to the challenge of great changes that have not been seen in a century,the depth,breadth and intensity of the CPC learning need to be strengthened,and there is no end to learning.Therefore,in the new era,the CPC must continue to carry forward its excellent character of being diligent and good at learning,never forget the original intention and forge ahead.To achieve the great rejuvenation of the Chinese nation and create new brilliance!更多还原
