【摘要】 营商环境代表着一个国家或地区的发展力,对社会经济整体的发展具有长远的影响。营商环境自2002年提出以来,已成为全球公认的可以作为衡量某个国家或是地区经济发展的指标。营商环境不仅涵盖政府和基础设施等方面,在人文和市场等领域也有相应权重。我国自改革开放以来持续关注市场主体的外部环境,近年来对市场主体的内部环境也重视起来。为缓解2014年以来吉林省经济下行问题,吉林省不断寻求新的发力点。通过开展优化营商环境工作,意在革新东北老工业基地,实现全省经济再创新高。进而提高吉林省在全国其他省份的竞争力,让吉林省成为一个人才集聚的人文省份和优质资本集聚的投资圣地。本文通过运用新公共管理理论、服务型政府理论知识和文献研究、数据分析等研究方法,客观总结了吉林省在优化营商环境建设方面做出的大量且有成效的工作。但对比国内外发达省份的经验做法,吉林省营商环境在政务服务、市场主体、法治化、人才机制等领域还存在大量需要改进的方面,即政府公职人员服务意识欠缺、市场体制机制不完善、法规体系和执法队伍建设薄弱、人才体系建设不到位等,在今后的工作中应该对上述存在的问题有针对性进行改进提升。同时,吉林省营商环境的现状和问题在东北地区具有一定的代表性,希望本文的研究能够为其他省份或是县市区优化营商环境方面,提供可参考、可复制的经验。更多还原

【Abstract】 The business environment represents the development power of a country or region and has a long-term impact on the overall social and economic development.,which has become globally recognized as an indicator of the economic development of a country or region since its introduction in 2002.The business environment not only covers the government and infrastructure,but also has a corresponding weight in terms of humanities and markets.From the beginning time of reform and open,China has continued to pay attention to the external environment of market entities,and the internal environment of market entities has also begun to value in recent years.In order to alleviate the economic downturn in Jilin Province since 2014,new points of strength have been sought.By carrying out the work of optimizing the business environment,it is intended to renovate the old industrial base in Northeast China and achieve a new high in the province’s economy.This will further improve the competitiveness of Jilin Province in other provinces across the country,and make Jilin Province a humanistic province where talents gather and an investment mecca where high-quality capital gathers.Through the use of new public management theory,service-oriented government theory knowledge,literature research,data analysis and other research methods,this paper objectively summarizes Jilin Province in optimizing the construction of business environment has done a lot of effective work.However,compared with the experience and practices of developed provinces at home and abroad,there are still a large number of aspects that need to be improved in the business environment of Jilin Province in the fields of government services,market entities,legalization,and talent mechanisms,that is,the lack of service awareness of government officials,the imperfect market system and mechanism,the weak legal system and law enforcement team construction,and the inadequate construction of the talent system.The above problems should be improved and improved in a targeted manner in the future.At the same time,the current circumstance and difficulties of commercial environment in Jilin Province are representative in northeast China,hoping that through the study of this paper,can provide reference and replicable experience for other provinces or counties to optimize the business environment.更多还原
