【摘要】 随着国家对教师减负政策的逐步重视,教师合理有效地分配和利用工作时间,是教师减负、促进教师专业成长和教育教学质量的重要路径。笔者采用自编问卷对300名小学教师进行随机调查,希望通过调查能从广度上对小学教师工作时间分配现状和问题进行全面了解;为从深度上了解相关现状,笔者对8名小学教师和2位校长进行了访谈;并对3名教师进行了为期两个月的跟踪调查,收集这3名教师每天工作事项及具体时间安排情况的相关资料。继而笔者基于教师专业成长,从小学教师教学工作时间、专业发展时间、事务性工作时间和工作时间利用进行具体的分析;为使调查结果更为充分,并结合访谈进一步补充完善。笔者对调查结果具体分析发现,小学教师工作时间分配方面仍存在诸如教师工作时间过长、普遍存在加班现象,工作时间分配不合理,工作时间分配能力薄弱,教师专业成长缺少时间,学校领导分工安排不够妥当等问题。就所存在的问题进行探讨,笔者分析出导致问题的原因主要包括小学教师的职业认知缺失、工作时间分配意识薄弱、工作时间规划能力欠缺及工作时间监控能力贫乏;学校严格的时间管理制度阻碍了教师专业成长,过多的事务性工作占用了小学教师的工作时间,教育行政部门冗余管理加重了小学教师的工作负担。为改善小学教师的工作时间分配,基于教师专业成长,笔者提出如下建议:对于教师自身应树立职业责任感和使命感,增强工作时间分配的意识,掌握时间分配与管理的相关法则和策略,提升有效分配工作时间的能力,合理分配教学工作时间、改进教学方式方法;对于学校而言应减少对教师工作时间的干预、为教师减负,实行弹性坐班制、留给教师更多的自主支配时间,注重工作时间分配的合理性、给教师腾出专业发展时间。更多还原

【Abstract】 With the gradual attention paid by the state to the policy of teachers’ burden reduction,teachers’ reasonable and effective allocation and utilization of working time is an important way to reduce teachers’ burden,promote teachers’ professional growth and education and teaching quality.The author uses a self-designed questionnaire to conduct a random survey of 300 primary school teachers,hoping to conduct a comprehensive survey on the current situation and problems of primary school teachers’ working time allocation in breadth;in order to understand the relevant situation in depth,the author interviewed 8 primary school teachers and 2 principals;and interviewed three teachers for two months To collect the relevant information about the daily work items and specific time arrangement of the three teachers.Then based on the teacher professional growth,the author makes a specific analysis from the teaching time,professional development time,transactional working time and working time utilization of primary school teachers.In order to make the survey results more sufficient,the interview was combined with further supplement and improvement.Based on the detailed analysis of the survey results,the author finds that there are still some problems in the distribution of primary school teachers’ working time,such as teachers’ long working time,widespread overtime,unreasonable working time distribution,weak working time distribution ability,lack of time for teachers’ professional development,inadequate arrangement of school leaders’ division of labor and so on.To explore the existing problems,the author analyzes that the causes of the problems mainly include the lack of professional awareness of primary school teachers,weak awareness of working time allocation,lack of working time planning ability and poor working time monitoring ability;The strict time management system in schools hinders teachers’ professional growth,too much routine work takes up primary school teachers’ working time,and redundant management of education administrative departments increases the workload of primary school teachers.In order to improve primary school teachers’ working time allocation,based on teachers’ professional growth,the author puts forward the following suggestions: for teachers themselves,they should establish a sense of professional responsibility and mission,enhance their awareness of working time allocation,master relevant rules and strategies of time allocation and management,enhance their ability to effectively allocate working time,allocate teaching working time reasonably and improve teaching methods;For schools,we should reduce the interference in teachers’ working hours,reduce the burden on teachers,implement flexible shift system,leave more time for teachers to control themselves,and pay attention to the distribution of working hours.更多还原
