【摘要】 中国共产党第十九届中央委员会第四次全体会议首次提出“加快推进市域社会治理现代化”^（1）,党的十九届五中全会继续强调“加强和创新市域社会治理,推进市域社会治理现代化”^（2）。市域是连接省域和乡镇（街道）域的中观层级,在国家治理体系中处于以城带乡、以点带面的特殊位置,突破了城市治理、城镇治理、城乡治理的缺陷,拥有制度建设、资源统筹、技术支撑等方面的独特优势。市域社会治理现代化即是以设区的市为主体责任层级系统推动社会治理现代化的过程。该命题是新时代运用中国特色社会治理制度优势应对风险挑战的创新发展。本文厘清了市域社会治理现代化的概念、主要目标,阐述了发展现状,尝试提出推进市域社会治理现代化的路径。本文通过梳理经典马克思主义、中国化马克思主义相关论述内容,以习近平关于市域社会治理现代化重要论述为分析重点,厘清了市域社会治理现代化的概念,指出市域社会治理现代化是市域社会治理同社会治理现代化联结的崭新命题,主要目标包括市域社会治理系统化、社会化、专业化、法治化、智能化。本研究详细阐述了新时代推进市域社会治理现代化的基本现状,包括新时代推进市域社会治理现代化的发展基础、地方探索及面临的挑战。一方面,从取得的成就和经验中窥视市域社会治理状况的向好面;另一方面,总结指出市域社会治理现代化面临治理主体未形成强大合力、治理理念认识不足、治理方式方法有待改进、治理体制机制有待完善四个方面的挑战。最后,本文提出了推进市域社会治理现代化的路径。在提炼国内地方特色治理经验基础上,深入考察分析推进市域社会治理现代化面临的挑战背后蕴藏的深层次原因。本研究尝试提出党建引领多元主体参与汇集强大合力、加强宣传动员提升认识、创新治理方式破解难题、完善治理体制机制支撑的路径。市域社会治理现代化既是推进社会治理现代化的战略抓手,也是推进国家治理体系和治理能力现代化的重要环节,具有承上启下的作用,对市域风险防控化解、社会治安稳定、平安中国建设等有着深刻的意义,对解决社会主要矛盾并助力走好实现第二个百年奋斗目标新的赶考之路大有裨益。更多还原

【Abstract】 For the first time,the Communist Party of China’s 19 th Central Committee suggested "accelerating the modernization of municipal social governance" at its Fourth Plenary Session.The municipal society is a meso-level linking the provincial domain and the township(street)domain.It is in a special position in the national governance system where the municipal society leads the countryside and the point leads the surface.It has unique advantages in system construction,resource planning.The process of fostering the modernization of social governance in the city area is the process of dividing the city into districts as the major duty hierarchy system.This proposal is an unique approach to dealing with risks and problems in the new era by leveraging the benefits of a social governance structure with Chinese characteristics.On the basis of systematically combing Marxism and the relevant discourses of the main leaders of the Communist Party of China,this paper clarifies the concept and rich connotation of the municipal social governance modernization,expounds the development status,and tries to propose a path to promote the modernization of urban social governance.By sorting out the contents of classic Marxism and Chinese Marxism,focusing on Xi Jinping’s important discussion on the modernization of urban social governance,The modernization of urban social governance is a mix of urban social governance and social governance,according to this paper,which clarifies the meaning and rich connotation of the term.The new proposition of the connection of governance modernization includes the systematization socialization,specialization,rule of law,and intellectualization of social governance in the municipal society.This study elaborates the basic current situation of promoting the modernization of municipal social governance in the new era,including the development basis,local exploration and challenges of promoting the modernization of municipal social governance in the new era.On the one hand,from the achievements and experience,we can see the positive side of municipal social governance;On the other hand,it is concluded that the modernization of municipal social governance faces four challenges: insufficient understanding,no strong joint force of governance subjects,governance methods to be improved,and governance system and mechanism to be improved.Finally,this paper proposes a path to promote the modernization of municipal social governance.On the basis of refining domestic governance experience with local characteristics,this paper conducts an in-depth investigation and analysis of the deep-seated reasons behind the challenges facing the modernization of municipal social governance.This study attempts to propose ways to strengthen public opinion guidance to raise awareness,lead the party building to lead multiple subjects to participate in gathering strong synergies,innovate governance methods to solve problems,and strengthen the supply of governance systems and mechanisms.The modernization of municipal social governance is not only a strategic starting point for promoting the modernization of social governance,but also an important link in promoting the modernization of the national governance system and governance capacity.It is of great benefit to solving the main social contradictions and helping to achieve the second centenary goal of the new exam.更多还原
