【摘要】 碳中和与共同富裕背景下,碳汇的重要性不断凸显。实现碳汇生态产品价值不仅有助于碳中和目标的实现,也是促进乡村内生性发展、助力共同富裕的有效途径。拓宽碳汇生态产品价值转化通道,实现“绿水青山”向“金山银山”的可持续转化,为协同实现碳中和目标和共同富裕提供了新的思路。首先,本文基于碳汇价值内涵,结合公共产品理论界定了碳汇生态产品的三种类型。第一类基于碳蓄积价值,是指具有私人产品属性的农林产品,属于物质供给产品;第二类基于碳固定价值,是指具有准公共产品属性的固碳,属于调节服务产品;第三类基于碳衍生价值,是指具有纯公共产品属性的气候调节、水土涵养、土壤保持等调节服务产品。其次,本文建立了碳汇生态产品价值实现的基本分析模型,其中价值实现活动包括基本活动和辅助活动。利用调整后的碳汇生态产品价值实现基本分析模型,以安吉县为具体案例,对其三种产品属性的碳汇价值实现路径与价值活动进行分析和总结,实证分析发现安吉县综合运用三种路径,对私人碳汇生态产品采取市场路径发展生态产业,而对具有准公共产品属性的竹林碳汇采取政府与市场合作路径,搭建交易平台创建碳汇交易市场实现价值。针对纯公共产品属性的碳汇生态产品,一方面可以利用已转化的价值进行反哺,另一方面则通过政府路径进行生态补偿实现价值。因此,安吉县正在以竹林碳汇为起点带动地方竹产业振兴,实现碳汇生态产品的产业一体化发展。基于实证分析,研究提出了碳汇生态产品价值实现的复合路径。该路径是在强调政府责任的前提下,对三种路径在碳汇生态产品价值实现中的综合运用与协调配合,实现碳汇生态产品价值的高水平转化,促进碳汇产业化发展。同时,本文对碳汇生态产品价值实现的基本活动和辅助活动进行了总结概括。基本价值活动从明晰生态资源权属、推动碳汇产业规模化经营、拓宽市场交易渠道、打造区域公用品牌建设、倡导践行绿色低碳理念、强化综合服务供给等方面进行总结;辅助价值活动则从完善组织基础设施建设,保障人力资源建设、创新技术研发与数字化多场景应用、增强政策制度供给等四方面进行总结。更多还原

【Abstract】 In the context of carbon neutrality,the importance of carbon sink has become increasingly important.Realizing the value of carbon sink ecological products is not only of great significance for solving the contradiction between high-quality economic development and environmental protection,but also an effective way to achieve sustainable rural development and promote common prosperity.Broaden the value transformation channel of carbon sink ecological products,realize the sustainable transformation from "lucid waters and lush mountains" to "golden mountains and silver mountains",and provide new ideas for the coordinated realization of carbon neutrality goals and common prosperity.Firstly,based on the connotation of carbon sink and combined with the Public Goods Theory,this paper defines three types of carbon sink ecological products.The first category refers to agricultural products and forest products with private product attributes.The second category refers to carbon fixation with quasi-public product attributes,which the existing literature mostly refers to these carbon sink ecological products when studying the realization of carbon sink value.The third category is clean air with pure public product attributes.Secondly,with the help of the Michael Porter’s Value Chain Model,this paper establishes the basic model for the value realization of carbon sink ecological products.The value realization activities in the model are divided into basic activities and auxiliary activities.Thirdly,using the adjusted basic analysis model of the value chain,taking Anji County as a specific case,summarizing the pathways for realizing the value of carbon sink ecological products and value activities of three different products.The empirical analysis found that Anji County comprehensively used three paths,taking the market path for private carbon sink ecological products to develop ecological industries,while for bamboo forest carbon sink with quasi-public product attributes,the government-market cooperation path was adopted to build the natural capital bank platform,creating a carbon sink trading market to realize the value.For carbon sink ecological products with the attribute of pure public goods,on the one hand,the converted value can be used to feed back,and on the other hand,ecological compensation can be used to realize the value through the government path.Therefore,Anji County is taking the bamboo forest carbon sink as the starting point to promote the revitalization of the local bamboo industry and realize the industrial integrated development of carbon sink ecological products.Above all,this paper proposes a composite pathway for realizing the value of carbon sink ecological products.Under the premise of emphasizing government responsibility,the three paths are used in the value implementation of carbon sink ecological products.The comprehensive application and coordination of three pathways,with the rational selection of policies,will achieve a high-level transformation of the value of carbon sink and promote the development of carbon sink industrialization.At the same time,this paper summarizes the basic activities and auxiliary activities for the composite pathway.The basic value activities are summarized from five aspects:clarifying the ownership of ecological resources,promoting the large-scale operation of the carbon sink industry,expanding market transaction channels,building regional public brands,advocating the practice of green and low-carbon concepts,and strengthening the supply of comprehensive services.The auxiliary value activities have four aspects:improving organizational infrastructure construction,ensuring human resource construction,innovative technology research and development and digital multi-scenario application,and enhancing policy and system supply.更多还原
