【摘要】 标准是人类文明进步的成果。从中国古代的“车同轨、书同文”,到现代工业规模化生产,都是标准化的生动实践。我国的标准化管理职能是由国家市场监督管理总局等政府部门承担,对经济、技术、科学和管理等社会实践具有重大的意义。对于一些复杂的事物和概念,只有通过修订、发布和实施标准达到统一,才能获得最佳秩序和社会效益。标准化能够促进世界互联互通、引领时代进步、助力国家发展,标准化是一切管理的根本。区块链技术诞生于比特币。随着数字经济的兴起,区块链技术已经成为全世界最受关注的前沿科技领域之一。虽然全球对区块链技术的探索才刚刚起步,但区块链技术的潜在价值已经得到了广泛认可,区块链技术在未来社会中将发挥不可替代的作用。目前,区块链技术产业规模不断扩大,区块链技术的进一步发展面临新的挑战和困境。由于缺乏相关标准、区块链发展路径不清晰、行业应用场景多样复杂、监管缺失、平台和应用存在安全隐患等问题,区块链技术的发展面临严峻挑战,对区块链技术的长期有序发展极为不利。且很大程度上,这些问题是因为标准化不足所致。在此背景下,区块链技术标准化问题研究具有重大的现实意义。本论文从政府推进方面对区块链技术标准化问题进行了研究。从分析标准化职能部门在区块链技术标准化管理现状和存在问题的基础上分析其原因,同时借鉴国际组织和发达国家在区块链技术标准化建设上的有效成果和先进经验,依照标准化及标准体系构建的基本原理,并结合我国国情,提出了区块链技术标准化的改进意见和对策,以期实现区块链技术的有序发展。更多还原

【Abstract】 Standards are the result of the progress of human civilization.From the ancient Chinese practice of "trains on the same track,books on the same script" to modern industrial large-scale production,these are vivid practices of standardization.China’s standardized management function is undertaken by the State Administration for Market Regulation and other government departments,which is of great significance to the social practice of economy,technology,science and management.For some complex things and concepts,only through revision,release and implementation of standards to achieve unity,can achieve the best order and social benefits.Standardization can promote world connectivity,guide the progress of The Times and boost national development.Standardization is the foundation of all management.Blockchain technology was born in Bitcoin.With the rise of digital economy,blockchain technology has become one of the most concerned frontier technology fields in the world.Although the global exploration of blockchain technology is just starting,the potential value of blockchain technology has been widely recognized,and blockchain technology will play an irreplaceable role in the future society.At present,the scale of blockchain technology industry continues to expand,and the further development of blockchain technology faces new challenges and dilemmas.Due to the lack of relevant standards,unclear development path of blockchain,diverse and complex industrial application scenarios,lack of supervision,and potential security risks in platforms and applications,the development of blockchain technology is facing severe challenges,which is extremely detrimental to the long-term orderly development of blockchain technology.And to a large extent,these problems are caused by a lack of standardization.In this context,the research on the standardization of blockchain technology has great practical significance.This paper studies the standardization of blockchain technology from perspective of government promotion.From the analysis of the functions of the standardization in the chain of blocks technology standardization management current situation and existing problems on the basis of analyzing the reasons,at the same time learn from international organizations and developed countries on the block chain technology standardization construction of effective results and advanced experience,in accordance with the basic principles of standardization and standard system construction,combined with China’s national conditions,put forward the improvement Suggestions and countermeasure of block chain technology standardization,In order to achieve the orderly development of blockchain technology.更多还原
