【副题名】以A高校社区业委会成立项目为例

【摘要】 中共中央、国务院在《关于加强和完善城乡社区治理的意见》开宗明义,城乡社区是社会治理的基本单元。作为城市社区中的一种特殊典型——高校社区,在社会急剧转型的当今迫切需要摆脱自身的种种桎梏:依赖单位资源输送、社区居民异质化、社区设施陈旧等等。目前,高校内部的许多运作机制正在深入市场化。协助高校社区转型,推动社区基层自治成为社会工作者参与高校社区公共事务的重要发展方向。肇始于上世纪90年代的业主委员会,是理想的公民社会中极具代表性的居民组织,是社区公共事务领域活动的重要载体。对于仍处在“国家—学校—个人”路径依赖下的传统高校社区而言,社会工作者参与推动成立业主委员会是培育社区基层自治能力的有效途径,是社会工作参与国家基层治理体系和治理能力现代化进程的重要锚点。本文中社会工作者运用社区营造理论运作A高校社区业委会成立项目。社工对社区和业委会成立项目的可挖掘资源深入分析,借助社区营造的工作方法和工作理念,设计了五个方面的社区活动:发动社区内居民“人”力资源;挖掘共有的单位制“文”化回忆;发现社区现有“地”理资源;优化社区“产”业;美化社区公共空间“景”色。并将上述的社区营造活动串连到国家规定的业主委员会成立的流程步骤之中。通过社工运用社区营造的方法协助A高校社区成立业主委员会筹备委员会,再召开业主大会,并最终成立业主委员会,起到社区营造与业委会成立项目的相互促进、共同推进的效果,基本完成了项目初期设立的业委会成立的目标,还阐发了关于项目结束后的后续社区工作如何深入推进的初步设想。项目结束后,社工对项目实务过程进行了过程评估和结果评估,总结了该项目运作过程中社工所发现的一些问题如社工角色不清;居民消极参与;项目化运作产生的协调困境等等。文章最后,反思和回顾整个研究。在研究结论部分,凝练本研究的总体实务经验,提出社会工作者运用社区营造理论介入时的根本原则、方法路径,提出社区营造理论介入较传统方法的优势,为未来运用社区营造理论介入的社区工作者提供经验参考。在研究反思部分,提出了社工运用社区营造理论的未来设想,形成总结。更多还原

【Abstract】 The CPC Central Committee and the State Council confirmed that urban and rural communities are the basic unit of social governance at the beginning of the opinions on strengthening and improving urban and rural community governance.As one of special kinds of urban communities,college community should get rid of its shackles in the era of rapid social transformation: relying on unit resource transmission,heterogeneity of community residents and obsoleting community facilities and so on.At present,many operating mechanisms in colleges and universities are gradually marketization.Assisting the transformation of college communities and gradually realizing community autonomy has become an important development direction for social workers to provide community services in college communities.The owners’ committee,which began in the 1990 s,is the most representative resident organization in the ideal civil society and an important carrier of community public affairs.For the traditional college communities still under the path dependence of "state school individual",the participation of social workers in promoting the establishment of owners’ committees would be an effective way to cultivate the autonomy of communities,and an ideal anchor point for social workers to participate in the national strengthening and innovation of grass-roots social governance innovation.In this study,social workers use the community construction theory to intervene in the establishment project of owners’ committee in community afflicted to A university.Based on the previous research of the community and the project and with the help of the working methods and ideas of community construction,researcher designed community activities in five aspects:mobilizing the "human" resources of residents in the community;Excavating the "cultural" memory of the common unit system;Discovering the existing "geological" resources in the community;Optimizing community "industry";Beautifying the "landscape" color of community public space.The above community building activities are connected to the process steps for the establishment of the owners’ committee stipulated by the state: the establishment of the Preparatory Committee of the owners’ committee,the convening of the owners’ assembly and the establishment of the owners’ committee to achieve the effect of mutual promotion of the owners’ committee establishing projects and the progress of community construction.After the end of the project,social workers carried out process evaluation and result evaluation on the practical process of the project,and summarized the problems in the public affairs of college community,such as unclear role of social workers;Passive participation of residents;The dilemma of coordination and so on.Finally,the whole study is reflected and reviewed.In the part of research reflection,it condenses the overall practical experience of this study,puts forward the fundamental principles and methods of social workers using community construction theory,and point out the advantages of community construction theory over traditional methods to provide experience for community workers using community construction theory in the future.In the last part,this paper put forward the future vision of social workers using community construction theory and make a conclusion.更多还原
