【摘要】 经济投资是促进经济发展的“三驾马车”之一,“十三五”时期,高邮市经济转型、结构调整、城市化进程进一步加快,很大程度上得益于重大项目的投资与建设,特别是在三大产业发展过程中,服务业重大项目的建设对优化产业体系、完善基础设施建设、强化城市功能分区以及提高人民生活水平具有重要意义。“十四五”期间,大力发展服务业、改造提升传统服务业、重点发展现代服务业尤其是生产性服务业仍是高邮市调整经济结构,推动产业结构优化升级的重要任务,对于扩大社会就业、促进经济增长、增加财政收入、提高人民生活水平具有重要意义,而服务业重大项目作为服务业发展的载体,重要性日益凸显。实践表明,重大项目的引进、建设作为一种市场行为,与当地政府的职能履行能力密切相关,构建有为政府是发挥市场在资源配置中起决定性作用的前提。论文采用案例分析法、文献研究法等,结合访谈、走访等方式收集基础数据资料,分析高邮市政府服务业重大项目的管理体制、管理模式以及取得的成效,继而全面总结高邮市政府及相关部门在服务业重大项目建设过程中职能履行方面出现的问题及其成因。经过长期建设和发展,高邮市服务业重大项目建设中政府职能的履行取得了较好的成效,如提高了服务业发展水平,扩大了市场开放水平,提升了服务业项目建设水平,但还是存在管理机制不完善、扶持政策不健全、要素保障支持度不够、营商环境改善度不够等问题。总结上述问题成因,在于组织体系不够健全、政策规划统筹性不够、要素保障制度不全和高质量发展的理念不强等。论文通过借鉴嘉兴市海宁市、扬州市邗江区2个县级市、区服务业重大项目管理的经验,提出通过完善管理机制、加强政策扶持、筑牢要素保障和优化营商环境等措施,更好的实现在服务业重大项目建设中政府职能优化的政策建议,促进当地服务业重大项目高效推进,服务业经济快速发展。更多还原

【Abstract】 Economic investment is one of the "troikas" to promote economic development.During the "13th five year plan" period,the economic transformation,structural adjustment and urbanization of Gaoyou City were further accelerated,which largely benefited from the investment and construction of major projects.Especially in the process of the development of the three major industries,the construction of major projects in the service industry played an important role in optimizing the industrial system,improving infrastructure construction It is of great significance to strengthen urban functional zoning and improve people’s living standards.During the 14th Five Year Plan period,vigorously developing the service industry,transforming and upgrading the traditional service industry and focusing on the development of modern service industry,especially producer service industry,are still important tasks for Gaoyou city to adjust the economic structure and promote the optimization and upgrading of industrial structure.They are of great significance for expanding social employment,promoting economic growth,increasing fiscal revenue and improving people’s living standards.As the carrier of the development of service industry,the construction of major projects,It has become increasingly important.Practice shows that the introduction and construction of major projects,as a kind of market behavior,is closely related to the function performance ability of the local government.Building a promising government is the premise for the market to play a decisive role in resource allocation.This paper uses the methods of case analysis and literature research,combined with interviews and visits to collect basic data,analyzes the management system,management mode and achievements of major projects in the service industry of Gaoyou municipal government,and then comprehensively summarizes the problems and causes of the function performance of Gaoyou municipal government and relevant departments in the construction of major projects in the service industry.After long-term construction and development,the performance of government functions in the construction of major service projects in Gaoyou City has achieved good results,such as improving the development level of service industry,expanding the level of market opening and improving the construction level of service projects.However,there are still some problems,such as imperfect management mechanism,imperfect supporting policies,insufficient support of factor guarantee and insufficient improvement of business environment.Summarizing the causes of the above problems lies in the insufficient understanding of the importance of major projects in the service industry by government departments,the insufficient overall planning of policies,the imperfect factor guarantee system and the weak concept of high-quality development.By learning from the experience of major service project management in two county-level cities and districts,Haining City of Jiaxing and Hanjiang District of Yangzhou,this paper puts forward policy suggestions to better realize the optimization of government functions in the construction of major service projects by improving the management mechanism,strengthening policy support,strengthening factor guarantee and optimizing the business environment,so as to promote the efficient promotion of major local service projects and the rapid development of service economy.更多还原
