【摘要】 改革开放以来,我国出版产业迅速发展,近年来出版图书品种数和总的出版数量已跃居世界第一,我们已成为出版大国,但并非出版强国,尤其是文化影响力方面与国外先进出版国家还有很大差距。最近十年,发达国家传媒、出版业的跨国巨头通过并购重组迅速做大企业规模,形成行业优势,并充分利用信息技术和数字技术完成了流程改造,在庞大业务规模里实现科学高效的出版管理流程,规模优势和市场影响力进一步凸显。我们的出版流程和管理体系更多停留在传统模式里,亟需变革和优化。通过分析中南传媒现有的出版流程,结合出版管理政策要求、市场发展需求、以及科学管理的理论,找出流程中存在的问题,分析问题存在的原因,就流程优化给出设计方案,同时充分考虑目前数字化带来的冲击和影响,设计了新技术模式下选题研发、内容安全审核、技术实现和市场营销方面的流程。出版流程的改造是一项复杂的、涉及面广的系统工程,需要从组织人事、管理和内控等多方面入手,协同一致,出版单位流程复杂,要打破运行几十年的规则、模式,容易遭到组织本能的反抗,必须强化组织人事管理,加强企业文化建设,得到员工的企业文化认同,同时通过岗位竞聘机制和薪酬体系变革,引导员工尽快适应新的流程,完善内控制度建设,使流程改造以常态化制度的形式得以落实。出版流程管理的最终目的是与国家对文化产业更高的要求相适应,与文化产业市场发展相适应。出版改革是一项系统工程,流程的管理和优化也为这一复杂的系统工程改造提供了线索。更多还原

【Abstract】 We are publishing industry has developed rapidly since the reform and opening up policy,our publishing has become a big country,but not published power,China’s publishing industry is facing many challenges,entered the depth adjustment,began in the 1970 s and quickly swept through the global information technology,digital technology and network technology revolution has revolutionary impact of publishing industry.After 20 or 30 years of enterprise restructuring and business integration,the multinational giants of media and publishing industry in developed countries have initially completed the integration and reorganization,realizing the organic match and fit of their own business development and business model with the information technology revolution.Our publishing process and management system are more stuck in the traditional model and need to be reformed and optimized.Through the analysis of the key links in the current situation of the publishing process of media books in Central and South China,the key success factors are emphatically mentioned,which directly affect the key processes of the publishing business of media books in Central and South China.Through analysis of relevant problems existing in the process,each link,the optimization design of the publishing process,remove redundant processes,improve the efficiency of process,shorten the process cycle,design make up service management publishing process optimization,process optimization,distribution management publishing process optimization,decision support,process optimization,auxiliary business management process optimization scheme.Publishing process reconstruction is a systematic project,need from the organization of personnel,management and internal control and other aspects to obtain,concerted,publishing unit process is complex,process management after start pushing,used to years of organizational structure and production process is broken,vulnerable to organize instinctive resistance,must strengthen the organization and personnel management,to strengthen the construction of enterprise culture and enterprise cultural identity by employees through the post competition mechanism and compensation system reform at the same time,guide staff as soon as possible to adapt to the new process,construction of internal control system in the evening,the process modification in the form of the normalized system are implemented.The ultimate purpose of publishing process management is to adapt to the higher requirements of the country for the cultural industry and the development of the cultural industry market.Publishing reform is a systematic engineering,and the management and optimization of the process also provide clues for this complex system engineering reform.更多还原
