【摘要】 汉投集团作为一个新组建的二级投资集团,在组织变革过程中,如何能够达到优化资产布局,聚焦主业,精简人员的目的?本文提供了一套完整组建方案、集团管控方案和组织结构设计过程、设计依据及设计方案解决企业实际管理问题。论文主要研究汉投集团作为一个二级集团公司在集团化过程中的组建方案、集团管控方案和组织结构设计过程、设计依据及设计方案。首先针对汉投集团业务整合情况,基于战略前提假设设计了一套组建方案,其次针对管理提升设计了战略型管控方案。最后在组建方案和管控方案的基础上设计了组织结构方案。通过设计组建方案,产业板块的设计优化资产布局、聚焦主业,解决了业务同质化严重、资源内耗、资产负债率过高,融资难度大,管控关系不清晰的问题;通过管控方案设计,理清了汉投集团和子公司的管理关系和管理程度,从而实现集团的战略决策中心、投融资服务中心、项目经营管理中心、服务保障中心、协调管控中心、战略中心定位问题;通过设计组织结构设计、激励设计,解决了部门分工不清晰、管理混乱、多头领导现象严重、内部工作效率低下的问题;本论文在结论部分总结了虽然此次并未涉及文化方案设计,但这将是影响改革成功的关键因素。本文的研究意义在于详细的介绍了一个组建初期的集团公司该如何设计组建方案、采用战略型管控定位自身战略,完成组织结构设计。管理是一门艺术,不是一门有唯一解的科学,本文中的方案不一定是最好的,却是最符合汉投集团发展现状的方案,对于其他二级国企集团组建也有着一定的参考价值。更多还原

【Abstract】 As a newly established secondary investment group,what kind of construction,management and control scheme and organizational structure design scheme can achieve the purpose of optimizing asset layout,focusing on main business and streamlining personnel in the process of organizational change? Thesis provides a complete scheme and records some analysis ideas in detail.Thesis mainly studies the formation scheme,group management and control scheme and organizational structure design process,design basis and design scheme of HITC as a second-class group company in the process of collectivization.Firstly,a set of construction scheme is designed based on the strategic premise for the business integration of Han investment Group.Secondly,a strategic control scheme is designed for the management improvement.Finally,the organization structure scheme is designed on the basis of the construction scheme and the control scheme.Through the design and construction scheme,the design of the industrial sector optimizes the asset layout and focuses on the main industry,which solves the problems of serious business homogenization,resource internal consumption,high asset-liability ratio,difficulty in financing and unclear management and control relationship.Through the design of management and control scheme,the management relationship and management degree between Han investment Group and its subsidiaries are clarified,so as to solve the positioning problems of the Group’s strategic decision-making center,investment and financing service center,project operation and management center,service guarantee center,coordination and control center,and strategic center.Through the design of organizational structure design and incentive design,the problems of unclear division of labor,chaotic management,serious multi-head leadership,and low internal work efficiency have been solved.Thesis concludes that although cultural program design is not involved this time,it will be the key factor affecting the success of the reform.The significance of thesis lies in the detailed introduction of how a group company in the early stage of formation should design the formation plan,adopt strategic management and control to position its own strategy,and complete the design of organizational structure.Management is an art,not a science with a unique solution.The plan in thesis may not be the best one,but it is the one most in line with the development status of Han investment Group,and it also has certain reference value for the establishment of other second-level state-owned enterprise groups.更多还原
