【摘要】 随着朝阳市城市建设的快速发展,传统的建设模式引发了一系列的环境危机,现代意义上的居住小区已不再是单一功能的栖身之所,而应该综合考虑其社会效益。海绵小区概念的提出,使城市海绵化建设由理论迈向了实践,但是海绵小区技术复杂、成本较高,政府、企业、公众都不愿意增加额外的投入用于城市环境的改善,这使得朝阳市海绵小区建设管理过程中遇到了很多困难。本文基于新公共服务理论和生态文明理论,通过对国内外已有的文献资料进行收集,比较分析国内外从理论到实践的研究成果,对朝阳市典型海绵小区案例进行实地调研,制定调查问卷反映朝阳市民对海绵小区的认知程度,梳理朝阳市海绵小区建设管理中存在的问题及其原因,探求如何发挥政府主导作用来激励社会各方积极主动参与。现阶段朝阳市海绵小区面临着建设标准覆盖面窄、规划不科学、技术设施滞后、老旧小区改造难度大、优惠政策没有起到应有的激励作用等一系列问题,这主要是因为海绵小区相应的法律法规不健全、配套管理机制不完备、政府重视程度不够、城市居民参与形式化、政府和社会之间信息不对等。因此,政府应该从自身的政治责任、经济责任、社会责任方面提出适合朝阳市本地特色的海绵小区建设管理建议和对策,结合科学的管理制度、全方位的激励措施和全社会的共同参与,吸引社会力量注入,从而实现朝阳市海绵小区建设的持续性发展。更多还原

【Abstract】 With the rapid development of urban construction in Chaoyang,the traditional construction mode has triggered a series of environmental crises.The residential community in the modern sense is no longer a single function shelter,but should consider its social benefits.The concept of sponge community has made the construction of urban sponge construction from theory to practice,but the sponge community technology is complex and costly.The government,enterprises and the public are not willing to add additional investment for the improvement of urban environment,which makes Chaoyang encounter many difficulties in the construction and management of the sponge community.Based on the new public service theory and the theory of ecological civilization,this paper collects the existing literatures home and abroad,compares and analyzes the research results from theory to practice at home and abroad,conducts field research on typical sponge community cases in Chaoyang,and develops a questionnaire lastly.Chaoyang citizen are’ aware of the sponge community,combing the problems and reasons in the construction management of the sponge community.Exploring how to play the leading role of the government encourages all parties in the society.At this stage,the sponge community in Chaoyang faces a series of problems such as narrow coverage of construction standards,unscientific planning,lagging technical facilities,difficulty in renovating old residential areas,and insufficient incentives for preferential policies.This is mainly due to the corresponding sponge community.The laws and regulations are not perfect,the supporting management mechanism is incomplete,the government pays insufficient attention,the urban residents participate in formalization,and the information between the government and society is not equal.Therefore,the government should propose suggestions and countermeasures for the construction and management of sponge communities with local characteristics in Chaoyang.更多还原
