【摘要】 自改革开放以来,随着国民经济快速发展,生活水平逐步提高,公民对基本公共服务的需求也越来越多。十九大报告中指出了我国已经进入新时代,现阶段社会的主要矛盾也随之发生变化,人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾成为当前的主要矛盾。新时代党和政府工作的主要任务就是要掌握和满足人民美好生活的需要,重点是优化资源配置,解决当前发展不平衡和不充分的问题,从而能够达到增强人民获得感、幸福感和安全感的目标。解决这一主要矛盾的金钥匙就是政府加快职能转变,补齐基本公共服务的民生短板,提供高质量的基本公共服务,精准供给,供需匹配,为公民建立完善的基本公共服务体系。本文基于我国的主要矛盾发生转变的时代背景,在习近平总书记以人民为中心发展理论、马斯洛需要层次理论和新公共服务理论的指导下,探究公民基本公共服务需求的影响因素。首先通过大量的国内外文献阅读和梳理,确定本文的研究主题,选取和确定研究变量,并提出研究假设。接着,通过依据因变量与自变量设计调查问卷,选取江苏省苏州市部分公民为调查对象,分发并收集数据。然后再对数据进行相关分析,主要包括对人口统计学变量的单因素方差分析、各影响因素的相关性分析,和研究变量之间的回归分析以及问卷内容的信度效度进行分析,同时检验本文提出的假设,探究自变量与因变量的关系,最后得出研究结果。通过实证研究得出研究结果,探索公民基本公共服务需求影响因素,根据研究结果,提出以下政策建议:(1)加强宣传教育,提高公民政治兴趣,促使公民有序参与政治生活;(2)畅通公民基本公共需求表达渠道,让公民表达自己的基本公共服务需求,以便政府精准有效地提供基本公共服务;(3)提高政府与公民的之间的信息对称程度,增强公民对政府的信任;(4)建立健全政府绩效责任机制,增加公民对基本公共服务的未来预期。以期帮助政府完善基本公共服务体系,提高政府提供基本公共服务的能力水平。更多还原

【Abstract】 Since the reform and opening up,with the rapid development of the national economy,living standards have gradually improved,and citizens’ demand for basic public services has also increased.The report of the 19th National Congress pointed out that China has entered a new era,and the main contradictions in society have also changed at this stage.The contradiction between the people’s growing needs for a better life and imbalanced and inadequate development has become the main contradiction at present.The main task of the work of the party and government in the new era is to grasp and meet the needs of the people’s good life.The focus is on optimizing the allocation of resources and solving the problems of imbalances and inadequacy of current development,so as to enhance people’s sense of gain,happiness,and security.The goal.The golden key to solving this major contradiction is that the government accelerates the transformation of functions,supplements the shortcomings of people’s livelihood of basic public services,provides high-quality basic public services,accurately supplies,matches supply and demand,and establishes a complete basic public service system for citizens.This article is based on the era of the main contradictions in China,and explores the influencing factors of citizens’ basic public service needs under the guidance of General Secretary Xi Jinping’s people-centered development theory,Maslow’s hierarchy of needs theory and new public service theory.First,through a large number of domestic and foreign literature reading and combing,determine the research theme of this article,select and determine the research variables,and put forward research hypotheses.Then,by designing a questionnaire based on the dependent and independent variables,some citizens of Suzhou City,Jiangsu Province were selected as the survey objects to distribute and collect data.Then the data is analyzed by correlation analysis,which mainly includes one-way analysis of variance of demographic variables,correlation analysis of each influencing factor,regression analysis between study variables,and reliability and validity of the questionnaire content.The hypothesis proposed in this article explores the relationship between the independent variable and the dependent variable,and finally draws the research results.The empirical research results are used to explore the influencing factors of citizens’ basic public service needs.Based on the research results,the following policy recommendations are proposed:(1)strengthening publicity and education,increasing citizens’ political interest,and promoting citizens’ orderly participation in political life;(2)unimpeded Citizens "basic public needs expression channels,allowing citizens to express their basic public service needs,so that the government can accurately and effectively provide basic public services;(3)improve the degree of information symmetry between the government and citizens,and strengthen citizens’ trust in the government;(4)Establish and improve the government’s performance responsibility mechanism to increase citizens’ future expectations for basic public services.With a view to help the government improve the basic public service system and improve the government’s ability to provide basic public services.更多还原
