【摘要】 盐城市亭湖区A街道是亭湖区政府的一个重要派出机构,是这个革命老区最基层的行政组织,A街道的干部队伍属于基层的干部队伍。街道工作是实现利益关系的协调和对社会矛盾进行有效疏导的基础和关键,对于街道干部来说考验也更为直接。街道干部缺乏干事创业的热情,既不利于干部队伍战斗力、凝聚力的提高,也不利于党在基层执政基础的牢固,研究如何完善街道干部队伍激励机制已是当务之急。此次研究过程中,本文选择了盐城市亭湖区A街道为具体研究对象,对其干部激励问题展开分析与讨论,在阐释相关概念、归纳总结相关理论的前提下,对该街道干部队伍激励考核流程及结果运用,以及近年来采取的物质激励措施、政治激励措施和精神激励措施进行了总结。结合盐城市亭湖区A街道的实际,深入剖析了目前A街道激励状况存在的突出问题,逐一剖析问题,得出当前A街道考核、收入待遇、政治待遇、精神激励等方面的原因。通过总结和借鉴先进地区的实践经验,对于完善A街道干部激励机制的具体工作提出了建议,其中主要内容包括如何充分运用考核结果、优化薪酬制度、畅通晋升途径和渠道、改进激励手段和方法等建议。本文为激励街道一级基层干部,推动干部队伍干事创业提供有效的思路,具有一定的现实意义。更多还原

【Abstract】 Street a in Tinghu District,Yancheng city is an important agency of Tinghu district government and the most grass-roots administrative organization in this old revolutionary base area.The cadre team of street a belongs to the cadre team at the grass-roots level.Street work is the basis and key to realize the coordination of interest relations and effectively dredge social contradictions.The test is also more direct for street cadres.Street cadres lack the enthusiasm of officers to start a business,which is not conducive to the improvement of the combat effectiveness and cohesion of the cadre team,nor to the firm ruling foundation of the party at the grass-roots level.It is urgent to study how to improve the incentive mechanism of the street cadre team.This thesis takes the cadre team incentive of A street in Tinghu District of Yancheng City as the research topic,based on combing the basic concepts and theories of domestic and foreign scholars on cadre incentive,mainly summarizes the assessment process and result application of A street in Tinghu District of Yancheng City,as well as the material incentive measures and political incentive measures taken in recent years Give and spirit incentive measures.Combined with the reality of A street in Tinghu District of Yancheng City,this thesis deeply analyzes the prominent problems existing in the current incentive situation of A street,analyzes the problems one by one,and obtains the reasons for the current assessment,income treatment,political treatment,spiritual incentive and other aspects of A street.By summing up and learning from the practical experience of advanced areas,this thesis puts forward some suggestions on how to improve the incentive mechanism of A Street cadres,including how to make full use of the assessment results,optimize the salary system,unblock the promotion channels,improve the incentive means and methods,it is suggested that.This thesis provides an effective way to motivate the grassroots cadres at the street level and promote their entrepreneurship,which has a certain practical significance.更多还原
