【摘要】 伴随着国家药品流通机制改革创新的深化,药品流通行业有了良好的发展趋势,尤其是在过去的十年中,药品流通市场容量持续上升,行业聚集程度逐渐上涨,这也导致了上游供应商和下游终端客户对此类型的依赖度增高,而且整个药品流通市场的监管更加规范,更加严格,一些不正规企业也将逐步被市场驱逐,这也对企业的合规经营、高效经营提出了更高的要求。Z公司所属集团公司是一家在全国具有网络布局的医药商业公司,公司规模庞大,在行业内排名始终靠前,全国排名第四位,属于医药商业企业巨头。Z公司是集团公司在黑龙江区域的重要战略部署,作为集团公司的全资子公司,随着集团公司业务快速发展及黑龙江区域市场的大力开拓,Z公司进入高速发展阶段,但同时业务流程在执行过程中也逐渐涌现出一系列的问题,标准化业务流程执行责任体系不完整、责任制度不健全、流程推广认知存在偏差等。经过分析发现,主要是流程执行的组织系统难以保障,流程执行的技术系统不够完善,流程管理氛围缺失造成的。因此,Z公司决定针对此问题对标准化业务流程执行设计改进方案,以解决以上问题,使得公司能够持久经营下去。本文通过完善标准化业务流程责任体系的设计、完善标准化业务流程责任制度的建立、将标准化业务流程宣导贯彻三个方面进行优化。以成立项目组的方式开展工作,筛选制定标准化业务流程清单,确定流程的归属,落实流程执行责任主体,完善标准化业务流程责任体系的设计;以公司流程制度管理办法为基础,完善制度的制定,以流程审计的多种方式检验标准化业务流程阶段性的实施效果,完善标准化业务流程责任制度的建立;通过各层级人员的培训与多样化的流程活动,提高公司人员的参与度,调动大家的积极性,以此完成标准化业务流程的宣导贯彻。在标准化业务流程执行优化过程中,也同样需要配套的保障举措,主要从流程执行组织系统、技术系统、流程管理氛围的打造三方面提供保障。通过织架构调整及建立流程管理组织达到组织系统保障的目的;通过实体责任配套表单的完善及管理信息系统的完善达到技术系统保障的目的;通过对保障过程中人、财、物、培训机制及关键岗位人才招聘等举措,营造流程管理的氛围。本文的主要创新点是针对Z公司流程管理的具体情况,以成立项目组的形式组织推进各项流程管理工作,有针对性的设置解决措施。本文的研究可为黑龙江省内其它医药流通企业内部流程管理提供参考。更多还原

【Abstract】 With the deepening of China’s medical circulation system reform,the medical circulation industry has a good momentum of development.In particular,in the past decade,industry market scale growth,increasingly improve the industry concentration degree,this also brought production enterprises and end users to the dependence of the medicine circulation enterprises gradually increase,at the same time in the process of enterprise sustainable development industry more and more strict,non-standard enterprises will be phased out,and it also the compliance of the enterprise management,efficient management put forward higher requirements.The group company of Z Company is a pharmaceutical commercial company with network layout in the country.The company has a large scale and ranks top in the industry all the time.It ranks fourth in the country and belongs to the pharmaceutical commercial enterprise giant.Z corporation is one of the important strategic deployment group company in heilongjiang area,as a wholly owned subsidiary company of the group,with the rapid development of group company business and vigorously develop heilongjiang regional market,Z corporation entered the stage of rapid development,but at the same time also gradually emerged during the implementation of business process in a series of questions,and standardized business process responsibility system is incomplete,responsibility system is not sound,process,promotion of cognitive bias,etc.Through analysis,it is found that the organizational system of process execution is difficult to guarantee,the technical system of process execution is not perfect,and the atmosphere of process management is missing.Therefore,Z Company decided to design and improve the standardized business process to solve the above problems and make the company sustainable.This paper optimizes the design of standardized business process responsibility system,the establishment of standardized business process responsibility system and the promotion and implementation of standardized business process.To set up a project team to carry out the work,select and formulate the list of standardized business processes,determine the ownership of the processes,implement the responsibility subject of the process execution,and improve the design of the responsibility system of the standardized business processes;Based on the management method of the company’s process system,improve the establishment of the system,test the phased implementation effect of the standardized business process by various means of process audit,and improve the establishment of the standardized business process responsibility system;Through personnel training at all levels and diversified process activities,the participation of personnel of the company can be enhanced and the enthusiasm of everyone can be aroused,so as to complete the promotion and implementation of standardized business processes.In the process of standardizing the execution and optimization of business processes,supporting measures are also required,which are mainly provided from three aspects:process execution organization system,technical system and process management atmosphere.The purpose of organizational system assurance can be achieved by adjusting organizational structure and establishing process management organization.;Through the perfection of entity responsibility form and management information system to achieve the purpose of technical system support;Create an atmosphere of process management through measures such as guaranteeing human,financial,material,training mechanism and recruitment of talents for key positions.The main innovation point of this paper is to organize and promote the process management in the form of a project team according to the specific situation of Z company’s process management,and to set up targeted solutions.This study can be used as a reference for internal process management of other drug distribution enterprises in Heilongjiang Province.更多还原
