【摘要】 政府和社会资本合作模式,又称PPP(Public-Private Partnership)模式,是公共基础设施的一种项目融资模式,鼓励社会资本与政府进行合作,参与公共基础设施建设或提供产品或服务,共担风险、共享收益的长期合作关系。多年来,看守所建设项目都是由政府投资建设,各地政府一直把该类基建项目作为投资的重点。近年,我国基础设施建设项目中PPP模式的应用迅速发展,但我国看守所基础设施建设项目很少有应用PPP模式进行建设。为了发挥PPP模式的优点,缓解或解决我国地方政府在看守所建设方面的财政压力、提高项目资金使用效率、建设项目管理上的腐败、建筑类专业人才缺乏等问题,某市看守所建设项目尝试着应用PPP模式进行建设。论文首先介绍了研究背景与意义、国内外研究现状,然后介绍了PPP模式的定义、看守所建设项目应用传统模式的弊端与应用PPP模式的优势等,说明了看守所建设项目为什么需要应用PPP模式进行建设;并分析了看守所建设项目的特色、看守所建设PPP项目的运作方式、回报方式、运作特点、绩效考核现状等。在此基础上,论文从政府方的角度出发,通过应用关键绩效指标法(Key Performance Indicators,KPI)、权值因子判断法与德尔菲法(Delphi Method,DM)构建了看守所建设PPP项目的绩效考核机制。然后通过即将建设完成的某市看守所、拘留所迁建工程实例,验证了论文构建的建设期的绩效考核机制的适用性与实用性,根据考核结果为该工程提供建设期的改进方向,并通过与看守所建设PPP项目现用的普通建筑PPP项目的绩效考核指标以及部分其他类型PPP项目的绩效评价体系进行比较,分析了不同点。最后论文进行了总结,并对以后研究内容进行了展望。更多还原

【Abstract】 The government and social capital cooperation model,also known as PPP(Public-Private Partnership)model,is a project financing model of public infrastructure.It encourages social capital to cooperate with the government,participate in public infrastructure construction or provide products or services,and share risks and share benefits in a long-term cooperative relationship.For many years,the construction projects of detention centers have been invested by the government,and the local governments have always regarded such infrastructure projects as the focus of investment.In recent years,the application of PPP mode in infrastructure construction projects in China has developed rapidly,but few of the infrastructure construction projects in detention centers in China use PPP model for construction.In order to give play to the advantages of PPP model,alleviate or solve the financial pressure of local governments in the construction of detention centers,improve the efficiency of project funds,corruption in the management of construction projects,lack of construction professionals and other issues,a city detention center construction project tries to use PPP model for building construction.Firstly,the paper introduces the research background and significance,the research status at home and abroad,then introduces the definition of PPP mode,the drawbacks of use traditional mode for detention house construction project and the advantages of applying PPP mode,etc.It explains why the detention house construction projects need to apply PPP mode to construct.And the paper analyses the characteristics of detention house construction project,and introduces the operation mode,return mode,operation characteristics and present situation of performance appraisal of the PPP mode applied to the construction project of the detention center.On this basis,this paper constructs the performance appraisal mechanism of PPP project in detention center from the perspective of the government by applying the Key Performance Indicators(KPI),interactive scoring method and Delphi Method(DM).Then,the applicability and practicability of the performance appraisal mechanism during the construction period of the paper are verified by applying the mechanism to an example of the relocation project of a detention center and detention center in a city which will be completed soon.According to the appraisal results,the direction of improvement during the construction period is provided for the project.The performance appraisal indicators of common building currently used in the PPP project of detention house construction and the performance evaluation system of some other types of PPP projects are also provided,and they are compared with the performance appraisal mechanism of PPP project in detention center which is constructed by this paper and the differences are analyzed.Finally,the paper summarizes and looks forward to the future research content.更多还原
