【摘要】 为了整合公路货运资源,提升货运效率,近年来,我国货运领域诞生了“无车承运”的新型物流服务形式,它通过网络平台进行物流信息管理,以信息化的平台运营实现物流活动的规划控制,科学化地整合调度零散物流资源,从而大幅度提升物流效率,优化物流市场格局,规范市场主体经营行为,并通过信息化技术的应用推动物流行业的现代化、科技化发展。无车承运作为一种新生事物,其发展存在着一定的风险,因此,解决无车承运中存在的风险问题,有效地将风险控制在一定的范围内,提升无车承运平台的抗风险能力也就显得尤为重要。因此,本文在吸收国内外相关研究成果和研究思路的基础上,对无车承运的风险评估进行了研究探讨。本文基于风险管理理论,以W公司无车承运平台作为研究案例,基于模糊综合分析法和层次分析法,实证建立风险因素矩阵,以此计算权重值,对案例平台存在的风险因素进行识别、评估和防范。研究发现:W公司无车承运平台在运营过程中主要有自然风险、经济环境风险、政策法规风险、管理风险、合同风险、责任风险、财务风险和信息安全风险这八类风险。其中,责任风险、财务风险、合同风险是主要风险,发生的概率很高;另外四个风险因素管理风险、信息安全风险、政策法规风险、经济环境风险是次要风险,发生的概率较高;而自然风险发生的概率最低。由此,提出相应的风险应对策略和建议,适时采取有效方法进行防范,减少有关风险的发生概率和其造成的危害与损失,以保障无车承运平台的正常运营。本文的研究拓展了无车承运平台风险因素的研究视角,为无车承运平台的风险管理提供了一定的理论基础与经验数据,进而采取相关措施将风险损失降低到最低水平。更多还原

【Abstract】 In order to integrate road freight resources and improve freight efficiency,the new logistics format of " Non-Truck Operating Common Carrier"(NTOCC)has been born in China’s freight industry during recent years.NTOCC relies on mobile Internet and other information technologies to build its own logistics information platform.Through management and organization model innovation,intensive integration and scientific dispatch of scattered logistics resources,NTOCC can improve the efficiency of transportation organization,optimize the logistics market pattern,standardize the operating behavior of market players,and then in the near future the logistics industry can be completely transformed and upgraded.As a fresh new thing,there are certain risks during the development of Non-Truck Operating Common Carrier.Therefore,it is necessary to solve the existing risk problem in NTOCC and effectively control the risk within a certain range,and enhance the anti-risk ability of NTOCC platform,which is also of significant importance.Therefore,on the basis of absorbing relevant research results and research ideas from both home and abroad,this article conducts research on the risk assessment of Non-Truck Operating Common Carriage.Based on the theory of risk management,this paper takes the NTOCC platform of W company as a research case,uses fuzzy comprehensive analysis and analytic hierarchy process to establish a risk factor matrix,and calculates the weight value to identify,evaluate and control the risk factors in the case platform,W company.The research found that the NTOCC platform of W Company mainly has eight types of risks during its operation: natural risks,economic environmental risks,policy and regulatory risks,management risks,contract risks,liability risks,financial risks and information security risks.Among them,liability risk,financial risk,and contract risk are the main risks and have a high probability of occurrence;the other four risk factors,management risk,information security risk,policy and regulation risk,and economic environment risk are secondary risks,and the probability of occurrence is relatively high;The natural risk has the lowest probability.Therefore,it’s necessary to adopt risk control strategies and effective methods in a timely manner to reduce the negative impact on resources and operators after various risks occur,so as to ensure the orderly operation of the NTOCC platform.The research in this article expands the research perspective of the risk factors of the NTOCC platform,provides a certain theoretical basis and empirical data for the risk management of the NTOCC platform,and then takes relevant measures to reduce the risk and cost to the lowest level.更多还原
