【摘要】 社区治理是我国“国家治理—社会治理—社区治理”这一新治理体系的最基本组成部分,在社会和谐发展中有着不可替代的基础性作用。在政府这种正式治理架构体制之外,由民间社团等非政府组织构成的非政府体制往往也具有参与社会治理的功能。澳门回归祖国后,经济飞速发展、社会和谐稳定,其悠久的、丰富的、独特的社团资源在澳门社会治理中发挥着独特的作用,其社区治理中的社区社团组织参与已经成为人们的关注热点。本文釆用了文献梳理、深度访谈、调查问卷等资料收集和研究方法,以澳门社区社团参与治理活动的居民个体主观满意度调查为切入点,首先阐述了澳门社区社团参与社区治理的发展历程、现状,从治理理论基本特征的视角分析了其参与澳门社区治理的基本特征;其次从治理理论局限性的视角提出了澳门社区社团参与社区治理存在的四大方面问题,并对其问题的原因逐一深入分析,也论证了治理理论在社区治理层面一样存在不足;最后从治理理论“善治”视角出发,在社区社团组织的中观治理、政府宏观统筹、社区居民的微观参与等三个层面提出九个方面的对策建议;结语中也对内地社团组织参与社区治理做了前瞻性展望。更多还原

【Abstract】 Community governance is the most basic part of the new governance system of "national governance--social governance--community governance" in our country,which plays an irreplaceable basic role in the harmonious development of society.In addition to the formal governance structure of government,non-governmental organizations,such as civil societies,often have the function of participating in social governance.After Macao’s return to the motherland,the economy is developing rapidly and the society is keeping harmonious and stable as well.The age-old,abundant and unique community resources play a unique role in Macao’s social governance,and the participation of community organizations in community governance has become a hot spot of attention.By the means of literature review,in-depth interviews and questionnaires and so on to collect materials and make researches,based on the survey of residents’ subjective satisfaction of participating in governance activities,firstly this paper expounds the development course and present situation of Macao community organizations participating in community governance,and analyzes the basic characteristics of Macao community governance from the perspective of the basic characteristics of governance theory.Secondly,from the perspective of the limitations of governance theory,this paper puts forward four problems existing in the participation of community organizations in community governance in Macao,and analyzes the causes of the above problems one by one.It also proves that the governance theory has shortcomings in community governance.Finally,from the perspective of "good governance" of governance theory,this paper puts forward nine countermeasures and suggestions in three aspects:meso-governance,macro-coordination of government and micro-participation of community residents in community organizations.The conclusion also makes a forward-looking prospect for the participation of mainland community organizations in community governance.更多还原
