【摘要】 监狱是国家法治体系的重要组成部分,也是一个完整社会的必要元素。监狱的功能是对收押罪犯执行刑罚改造,实现罪犯的重新塑造。然而监狱因其特殊性,使其区别于一般社会场所和社会机构。本文将把四川省监狱公共卫生突发事件应急管理问题放大看,拉近看,去发现现存的缺陷和不足,去剖析背后的原因,去理性的梳理归纳,去实践解决的路径,去寻找问题的答案,最终提高监狱各项工作的成效,实现总体国家安全。本文首先对研究背景和意义、国内外研究现状、研究思路及方法、创新点和不足进行简述,对监狱公共卫生突发事件进行定义后,运用突发事件管理理论对监狱针对突发事件的应急管理进行分析,对四川省监狱公共卫生突发事件的现状进行梳理,从应急预案系统、应急管理组织、应急管理机制3个方面对四川省监狱公共卫生突发事件应急管理的现状进行阐述,查找出预案质量还需提高、机构作用还需增强、科研能力还需提升、设施发展还需提速、技能掌握还需强化等5个方面问题,分析出危机意识不够到位、机制建设不够到位、整体投入不够到位、资源整合不够到位、心理干预不够到位等5点原因,提出了强化四川省监狱公共卫生突发事件处理危机意识、完善四川省监狱公共卫生突发事件应急管理保障机制、整合监狱公共卫生突发事件应急处置所需的物资储备资源、引入心理危机干预等4个大的方面的对策建议,最后进行结论和展望。本文主要是以公共管理的基础理论为支点,通过事例和数据对当前四川省监狱公共卫生事件的应急管理现实情况进行分析,着重坚持问题导向,尤其考虑在重大公共卫生突发事件背景下,四川省监狱应急管理遇到的难题,探寻有效的解决方法,从建立公共卫生突发事件应急管理机制的必要性和新时代司法工作未来建设发展的方向上,提出自己的工作思路和想法。更多还原

【Abstract】 Prison is an important part of the national legal system,but also a necessary element of a complete society.The function of the prison is to carry out the reform of criminal punishment and remodel the criminals.However,because of its particularity,prison is different from general social places and institutions.In this paper,we will enlarge and narrow the problem of emergency management of public health emergencies in prisons in Sichuan Province,to find the existing defects and deficiencies,to analyze the reasons behind,to rationally sort out and summarize,to practice the solution path,to find the answer to the problem,and ultimately improve the effectiveness of the prison work,to achieve the overall national security.This paper first introduces the research background and significance,research status at home and abroad,research ideas and methods,innovation and shortcomings.After defining the prison public health emergencies,it analyzes the prison emergency management for emergencies by using the emergency management theory,and combs the current situation of prison public health emergencies in Sichuan Province This paper expounds the current situation of emergency management of public health emergencies in prisons in Sichuan Province from three aspects of emergency management organization and emergency management mechanism,finds out five problems: the quality of the plan needs to be improved,the role of institutions needs to be strengthened,the scientific research ability needs to be improved,the development of facilities needs to be accelerated,and the skills need to be strengthened There are five reasons: the mechanism construction is not in place,the overall investment is not in place,the resource integration is not in place,and the psychological intervention is not in place Finally,the conclusion and prospect are given.Based on the basic theory of public management,this paper analyzes the current situation of emergency management of prison public health events in Sichuan Province through examples and data,focusing on problem orientation,especially considering the problems encountered in Sichuan prison emergency management in the context of major public health emergencies,and exploring effective solutions,From the necessity of establishing the emergency management mechanism of public health emergencies and the future development direction of judicial work in the new era,this paper puts forward its own working ideas and ideas.更多还原
