【副题名】基于瓯海区的个案分析

【摘要】 近年来,法治化和规范化成为世界各国政务公开制度的发展趋势,我国政务公开工作的标准化规范化程度也不断提升。基层政府往往被视作社会治理的最前沿,其政务公开是自我约束、自我管理、接受外部监督的重要政治制度安排,但基层政府公开主观随意、公开服务质效不高、社会回应不到位等不足仍客观存在。我们的问题是,在人民群众需求升级、信息技术迅猛发展和政府职能加快转变的环境下,基层政务公开应当如何发展?当前,服务型、法治型、数字型政府建设快速推进,那么,基层政务公开该如何实现同步转型?通过对国内外研究的回顾,笔者发现既有的研究多基于政治学、法学等领域视角,或侧重于理论上的宏观分析,缺少基于公共管理学视角且针对基层政府的具体实践研究。本文从公共管理学的视角出发,结合文献的系统梳理和基础理论的详细阐述,以温州市瓯海区的个案为研究对象,以政务公开的发展历程和工作机制作为分析框架,通过实地调研、案例研究等方法对温州市在基层政务公开工作现状进行详细分析,探索其存在的不足及其成因,并提出优化基层政务公开发展的对策建议。研究发现,当前温州市基层政务公开工作发展面临诸多困境,包括基层政府公开结构失衡、信息供给与需求不匹配、工作整体运转效能不高和监督管理力度不足。究其原因,主要有:基层政府的公开职责模糊导致发展定位不准,以经济效益发展导向下公开保障要素投入不足,标准化通用体系的缺失制约工作质效提升,“职责同构”的体制背景下监督管理机制滞后。因此,基层政府应以公共需求为公开导向,以整体化、规范化为发展理念,构建并完善公开职责体系、要素保障体系、标准服务体系和多元监管体系,打造整体性基层政务公开工作管理格局,促使各公开环节要素走向集中,打造无缝隙且闭环反馈的整体性服务。这不仅有利于推动基层政务公开标准化规范化建设和服务型政府建设,助力营商环境和政务服务的不断优化提升,也为充分发挥基层政务公开对促进经济社会高质量发展的服务作用提供启示。更多还原

【Abstract】 In recent years,with standardized and legalized openness of government affairs becoming an important part of the global political law system,the standardization of government affairs’ openness in our country is also rising.Local governments are often seen as the forefront of social governance,whose openness of localgovernment affairs is an veryimportant institutional arrangement for the government to be responsible for the people.However,there still exist problems such as arbitrariness of openness,low quality of the contents,inconsistent platforms,inadequate responses,and opaque service etc.Our question is— in the context of the upgrading of people’s needs,the rapid development of information technology and the accelerated transformation of local government functions,how should we develop the openness of local government affairs at the local level? At present,the construction of service-oriented,law-based and digital-oriented government is rapidly developing,therefore,how can the openness of local government affairs achieve synchronous transformation? Through reviewing foreign research and domestic,the author found that the existing research is mostly based on the perspective of political science,law and other fields,it focuses on the macro analysis theoretically,and specific practical research for the local government in public management perspective is still lacking.This paper starts from the perspective of public management,combined with a systematical reviews of related literature and an elaboration of the theoretical basis;it takes the case of Ouhai District of Wenzhou City as the research object with the development process and working mechanism of government affairs’ openness’ s the analysis framework.Through field research,case study and other methods,the present situation of local government affairs’ openness in Wenzhou City is analyzed in detail,the existing deficiencies and their causes are explored,and the countermeasures and suggestions for optimizing the development of local government affairs’ openness are put forward.This paper finds that the current development of local government affairs’ openness in Wenzhou are faced with many dilemmas,for example,the openness structure of the government is imbalanced,information given and demand don’t match,the overall operating efficiency is low and the supervision is insufficient.The main reasons are as follows: future development orientation is not clear due to the vague legal responsibilities;the economic orientation leads to insufficient input into public guarantee elements;a lack of a standardized and universal system leads to low work efficiency,and the "responsibility homogeneity" system leads to the lagged public supervision system.Therefore,the local government should be guided by the public demand,adhering to the developmental ideology of integration and standardization so as to build and improve the standard service system of the government affairs’ openness,the factor guarantee system,the standard service system and the multiple supervision system.The aim is to create an integrated openness system of the local government,facilitate every open sector to be integrated so as to prompt seamlessly integrated services featuring closed-loop feedback.This will not only help standardize the openness of government affairs at the community level and build a service-oriented government,but also improve the business environment and government services.Moreover,it will also provide inspirations for the better use of government information in serving economic and social activities.更多还原
