【摘要】 党的十八大后,党中央判断反腐败斗争形势依然严峻复杂,把巡视工作摆在更加突出的位置。在十九大报告中专门对巡视巡察提出要求:“深化政治巡视,坚持发现问题、形成震慑不动摇,建立巡视巡察上下联动的监督网。”市县巡察作为巡视的延伸和补充,是打通反腐倡廉建设最后一公里的重要手段。市县开展巡察的几年里,各方面均取得初步成效,但作为一种新的制度安排,市县巡察尚处于探索阶段,需要不断加以完善。本文以江苏省镇江市D区开展区委巡察工作的情况为例,结合D区巡察成果运用的情况,指出目前市县巡察成果运用中出现的一些问题,并针对问题进行原因分析,进一步提出优化巡察成果实用性的建议,为日后深入开展市县巡察工作、充分发挥巡察成果的作用提供更好的指导,不断推动党内监督体系的完善。本文从党内监督和权力制约理论、控制论出发,综合运用案例分析法、报告文本分析法、问卷调查法、访谈法等多种研究方式。根据控制论“导向器”、“检测器”和“矫正器”三要素理论,巡察成果运用包括巡察成果载体、巡察成果反馈运用、巡察成果运用验收三个环节,巡察人员的综合能力、巡察的方式方法以及“人情社会”的困扰影响着巡察报告、问题线索和反馈意见这些巡察成果载体的质量,巡察人员和被巡察单位不重视等主观因素、巡察整改中客观存在的难点问题造成了问题线索处置不到位、整改力度偏软偏弱的问题,制约了巡察成果的反馈和运用。笔者认为,造成这些问题的原因,既包括市县巡察制度本身需要不断改进和完善,更是巡察制度作为一种党内监督方式与生俱来的弊端,笔者建议,探索在巡察成果运用验收机制中引进外部监督力量,打破内部监督验收的封闭性,从而真正实现巡察成果的充分运用。更多还原

【Abstract】 After the 18 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China judged that the situation in the fight against corruption was still severe and complicated,and put the inspection work in a more prominent position.In the report of the 19 th National Congress of the Communist Party of China,special requirements were put forward for inspection and inspection: "deepen political inspection,persist in finding problems,form an unshakable deterrent,and establish a supervision network of up-down linkage of inspection and inspection." As the extension and supplement of inspection,city and County inspection is an important means to get through the last kilometer of anti-corruption construction.In the past few years,the city and county have achieved initial results in all aspects.However,as a new institutional arrangement,the city and county patrol is still in the exploratory stage and needs to be improved.This paper takes the case of D District of Zhenjiang City in Jiangsu Province as an example,combining with the application of D District inspection results,points out some problems in the application of current city and County inspection results,analyzes the causes of the problems,and further puts forward suggestions to optimize the practicability of inspection results,so as to provide suggestions for further development of city and County inspection work and give full play to the role of inspection results in the future Better guidance and continuous improvement of the supervision system within the party.Based on the theory of inner-party supervision and power restriction and cybernetics,this paper comprehensively uses case analysis,report text analysis,questionnaire survey,interview and other research methods.According to the theory of three elements of Cybernetics "guide device","detector" and "corrector",the application of inspection results includes three links: inspection results carrier,inspection results feedback application and inspection results application acceptance.The comprehensive ability of inspection personnel,inspection methods and "human and social" problems affect inspection reports,problem clues and feedback opinions The subjective factors such as the quality of the carrier,the lack of attention of the inspectors and the inspected units,and the objective difficulties in the rectification caused the problems such as the improper handling of the problem clues and the weakness of the rectification,which restricted the feedback and application of the inspection results.The author believes that the causes of these problems include not only the continuous improvement and improvement of the city and county patrol system itself,but also the inherent disadvantages of the patrol system as a way of inner-party supervision.The author suggests that we should explore the introduction of external supervision force into the use of the acceptance mechanism of the patrol results,break the closure of internal supervision and acceptance,so as to truly realize the full use of the patrol results.更多还原
