【摘要】 政策措施作为政策体系的核心内容,其选择、搭配和应用直接影响着企业行为和政策效能。鉴于政策措施特点、作用机制各异,且存在相互作用,盲目、过量地使用任何一种或多种措施均对政策效能的发挥不利。在我国公共政策理论和实践中,政策措施协同问题常被忽略,由政策措施的冲突、失灵、重叠造成的资源浪费、政策效果削弱、政府公信力损害等问题严重,这将不利于为企业发展营造稳定、有益的外部环境,难以为国家经济可持续性增长提供坚实有效的制度保障。如何在有效的理论指导下选择、设计与应用公共政策措施,是解决我国公共政策领域问题的关键。政策协同理论是基于协同思维与逻辑的新兴管理模式,推动政策措施协同可以从根本上避免不同政策之间的负面影响,有效提高政策效能。本研究基于政策协同理论,通过文献研究法提出研究假设,建立政策措施协同度测量模型以及基于柯布道格拉斯生产函数的计量经济学模型。鉴于中国绿色增长政策时间跨度长、涉及领域广,政策措施多元且内容丰富,并对我国经济发展产生重大影响,本研究以1979年至2019年间1094条中国绿色增长政策为样本,立足政策内容本身与中国社会情境,利用内容分析法、专家评议法制定中国绿色增长政策措施量化标准,完成各变量的定义与数据处理。根据获得的量化数据,结合不同时期的政策理念、现实需求探明政策措施协同演变的特点与趋势;基于计量分析法,探讨不同类型的政策措施对经济绩效的影响及差异,深入剖析各类政策措施协同影响经济绩效的内在逻辑与作用机理。实证研究表明:自1979年以来,政策措施协同在政策动态演变过程中呈现出逐渐增强的态势,并且不同措施协同的使用情况存在明显差异;政策数量与政策力度整体上均呈现持续增加的态势;我国政策实践中以命令控制型措施为主,且不同类型政策措施的定位与特点各异,对经济绩效的影响存明显差异;政策措施协同对经济绩效影响显著,且存在方向性差异;政策措施协同使用的经济效果总体来看要优于仅使用单项政策;我国政策措施的协同使用还有待进一步完善。基于相关研究结论,从政府、企业多角度提出政策建议,为政府部门优化公共政策措施的选择、设计与应用提出相关政策建议,为企业可持续发展提供有益指导,为政策协同、绿色增长政策相关研究提供理论依据与研究框架。更多还原

【Abstract】 Policy measures are the core content of the policy system,and their selection,matching and application directly affect corporate behavior and policy effectiveness.In view of the different characteristics and mechanisms of policy measures,and the existence of interactions,blindly or excessively using any one or more measures will be detrimental to the effectiveness of the policy.In my country’s public policy theory and practice,the issue of coordination of policy measures is often overlooked.The conflicts,failures,and overlaps of policy measures have caused serious problems such as waste of resources,weakened policy effects,and damage to government credibility,which will not be conducive to the development of enterprises.A stable and beneficial external environment cannot provide a solid and effective institutional guarantee for the country’s sustainable economic growth.How to choose,design and apply public policy measures under the guidance of effective theory is the key to solving the problems in the field of public policy in our country.Policy coordination theory is an emerging management model based on collaborative thinking and logic.Promoting the coordination of policy measures can fundamentally avoid the negative impact between different policies and effectively improve policy effectiveness.Based on the theory of policy coordination,this research puts forward the research hypothesis through the literature research method,establishes a measurement model of policy measure coordination and an econometric model based on the Cobb Douglas product ion function.In view of the long time span of China’s green growth policy,the wide scope of coverage,the diversified policy measures and the rich content,which have a significant impact on my country’s economic development,this study uses 1094 China’s green growth policies from 1979 to 2019 as a sample,based on the policy content itself In accordance with the Chinese social situation,use the content analysis method and the expert evaluation method to formulate the quantitative standards for China’s green growth policy,and complete the definition of various variables and data processing.Based on the quantitative data obtained,combined with the policy concepts and actual needs in different periods,the characteristics and trends of the coordinated evolution of policy measures are explored;based on the quantitative analysis method,the impact and differences of different types of policy measures on economic performance are discussed,and various policies are deeply analyzed.The internal logic and mechanism of action synergistically affecting economic performance.Empirical research shows that since 1979,the coordination of policy measures has shown a gradual increase in the dynamic evolution of policies,and there are obvious differences in the use of different measures of coordination;the number of policies and the intensity of policies have shown a continuous increase as a whole;China’s policy practice is dominated by command and control measures,and the positioning and characteristics of different types of policy measures are different,and there are obvious differences in the impact on economic performance;the coordination of policy measures has a significant impact on economic performance,and there are differences in direction;The economic effect of the coordinated use of policy measures is generally better than that of using a single policy;the coordinated use of policy measures in China needs to be further improved.Based on relevant research conclusions,policy recommendations are provided from multiple perspectives of the government and enterprises,and relevant policy recommendations are provided for government departments to optimize the selection,design and application of public policy measures,provide useful guidance for the sustainable development of enterprises,and are related to policy coordination and green growth policies.Research provides theoretical basis and research framework.更多还原
