【摘要】 随着国家的发展和时代的进步,新的矛盾正朝着多样化、复杂化的方向发展,由此引发的群体性危机事件频繁发生。突发公共事件应急管理迫在眉睫,其中群体性危机事件应急管理是影响国家、城市和地区稳定发展的重大问题。沈阳历史悠久,是国家大力支持的东北地区老工业基地,国务院确定沈阳为东北地区的重要中心城市,公共安全防控与处置比普通城市更为艰巨。为了提高城市的管理效率,实现城市的快速可持续发展,妥善应对危机,政府迫切需要合理、科学、有效的解决方案。本文作者以知识管理为视角,充分运用知识管理的概念,并结合大数据来处理复杂的群体性危机事件。与传统的研究概念相比,知识管理的实施和应用可以改善城市群体性危机事件防控与处置的流程,对有效应对群体性危机提供了新的思想和思路。知识管理的理念强调利用大数据技术作为群体性危机防控与处置的基础,通过防控机制、诉求机制、沟通机制、共享机制、协调机制的建设,从源头上对群体性危机事件的防控与处置方法进行改进,进而完善政府群体性危机防控与处置机制,优化提高城市危机防控与处置的效率。在本文中,通过文献分析法、经验总结法、访谈法等研究方法,从群体性危机防控与处置的体系到技术的应用,再到观念的转变,对城市群体性危机防控与处置研究提供了新思路。经研究和调查发现沈阳市政府在群体性危机防控与处置工作中存在一些问题需要改进,例如沈阳市群体性危机防患预警机制不健全,危机知识共享效率低下、危机管理专家的隐性知识不够集中、行政部门格局分割、政府危机信息发布不全面等诸多问题。通过比较现状、查找问题、分析原因,参考案例提出了适当的解决对策及建议。希望能有助于提高沈阳市群体性危机事件防控与处置能力,营造良好的公共安全环境。更多还原

【Abstract】 With the development of the country and the progress of the times,new conflicts are developing in the direction of diversification and complication,and the resulting mass incidents occur frequently.Emergency management of public emergencies is imminent.Among them,the emergency management of mass incidents is a major issue that affects the stable development of countries,cities and regions.Shenyang has a long history and is an old industrial base in the northeast region,which is strongly supported by the state.The State Council has identified Shenyang as a critical central city in the northeast region,where the prevention,control and disposal of public security are more daunting than in ordinary cities.To improve the city’s management efficiency,realize the rapid and sustainable development of the city,and properly respond to the crisis,the government urgently needs reasonable,scientific and effective solutions.In this paper,we use the concept of knowledge management and combine it with big data to deal with complex mass crisis events from the perspective of knowledge management.Compared with traditional research concepts,the implementation and application of knowledge management can improve the process of urban mass crisis prevention,control and disposal,and provide new ideas and thoughts for effective response to mass crises.The concept of knowledge management emphasizes the use of big data technology as the basis of mass crisis prevention,control and management.It improves the prevention,control and disposal methods of mass crisis events from the source through the construction of prevention and control mechanism,demand mechanism,communication mechanism,sharing mechanism and coordination mechanism.In turn,it can improve the governmental mass crisis prevention,control and disposal mechanism and optimize the efficiency of urban crisis prevention,control and disposal.In this paper,research methods such as literature analysis method,experience summary method,and interview method are used.It provides new ideas for the study of prevention,control and disposal of urban group crisis in terms of the system of prevention,control and disposal of group crisis,the application of technology,and the change of concept.The research and investigation found that there are some problems in the prevention,control and management of mass crisis in the Shenyang city government that need to be improved.For example,Shenyang’s group crisis prevention early warning mechanism is not sound,lack of effective interest appeal expression mechanism,and insufficient tacit knowledge of crisis management experts,such as fragmentation of administrative departments and incomplete release of government crisis information.By comparing the current situation,finding the problems and analyzing the causes,it proposes appropriate countermeasures and suggestions for solutions with reference to the case.It is hoped that this paper will help improve the prevention,control and disposal of mass incidents in Shenyang and create a good public safety environment.更多还原
