【摘要】 随着互联网和信息技术中网页、微博、微信、短视频平台、论坛等新型媒体的飞速发展,这些网络“舆论场”逐渐融入到人们的生活之中。网络平台更趋大众化,公众表达“民意”的渠道和方式更加丰富,能够自由地在网络平台上发表言论及对事件的看法态度。“万物互联”时代使网络成为一个双刃剑,对于电力系统而言应该更为重视。电力资源的特殊性决定了它与公众利益密切相关,更容易产生网络舆情事件。电力系统应该更加注重对网络舆情的提前防控及应急处置工作,顺应潮流发展研究出一套适合网络舆情的治理模式,形成专业牵头、上下协作、多元互动的网络舆情协作治理格局,力所能及地维护网络生态和经济社会发展的稳定。因此,本论文主要以“治理理论”为指导思想开展研究,通过文献研究法、个案研究法、系统分析法等,在对理论及分析国内外研究情况进行分析的基础上,对系统内发生过的网络舆情案例进行剖析,得出电力系统网络舆情的特点并就实际情况划分基本类别,结合探求出佛山市网络舆情治理工作存在的不足。最后,探索适用于佛山电力系统的网络舆情治理对策。本论文得出佛山市电力系统舆情治理对策应以狠抓思想工作为前提,开展三个方面工作:一是夯实在法律法规、支持技术等方面的治理实现基础;二是组建及培育多元协调治理的团队;三是以分级及流程化为基础,提出佛山市电力系统网络舆情协同治理对策的设想。希望能够通过本论文的研究成果为今后佛山市地方电力系统网络舆情治理工作更好地开展提供一定的理论依据及实践指导的意义。更多还原

【Abstract】 With the rapid development of the Internet and the information technology,the network "public opinion field" with web page,microblog,WeChat,short video platform and forum as the mainstream gradually integrates into people’s life.Online platforms are becoming more popular,with more channels and ways for the public to express "public opinion",and they can freely express their opinions and attitudes towards events on online platforms.All things connected makes the Internet a double-edged sword,which should be paid more attention to the electric power system.The particularity of electric power resources determines that it is closely related to the public interest and is more likely to produce online public opinion events.Electric power system should pay more attention to the early prevention and control of network public opinion and emergency disposal work,comply with the trend of development studies a set of the governance model for network public opinion,developing professional led,and collaboration,the pluralistic interaction of network public opinion cooperation governance pattern,helps to maintain the stability of the network ecological and economic and social development.Therefore,this paper mainly takes "governance theory" as the guiding ideology to carry out the research.Through literature research method,case study method,system analysis method,etc.,on the basis of the analysis of the theory and domestic and foreign research situation,the characteristics of the network public opinion of the electric power system is studied and classified according to the actual situation.This paper analyzes the network public opinion cases of prefecture-level electric power system which have great influence recently,and explores the shortcomings of network public opinion governance in Foshan.Finally,the author tries to find out the countermeasures for controlling the network public opinion in Foshan electric power system.In the research,this paper concluded that public opinion electric power system control measures mainly has three aspects:First,solid in the aspects of laws and regulations,support technology governance implementation basis;Second,it is to build and cultivate multiple coordination management team;Third,classification and routing for the premise,foshan electric power system network public opinion collaborative governance countermeasures.It is hoped that the research results of this paper can provide some theoretical basis and practical guidance for the governanceof network public opinion in Foshan electric power system in the future.更多还原
