【摘要】 高速公路基础设施网络的快速发展为人们自由、畅通和便捷出行提供了可靠保障,也对交通运输事业和社会经济发展起到极大促进作用。为了使高速公路保持良好的技术状况和性能,延长使用寿命,提高服务水平,需要开展大量的养护工作。高速公路养护不仅具有普通公路施工作业存在的安全风险,而且作业区域狭窄、施工时间紧,车辆高速通行、交通流量大,夜间及雨雾冰雪等恶劣天气也会给高速公路养护带来极大影响。近年来,随着高速公路养护工作量的增加,高速公路养护中施工人员面临的风险急剧增加,高速公路养护作业安全事故发生量呈上升趋势。在此背景下,详细探讨高速公路养护作业的安全管理显得亟不可待。本文以重庆市高速公路养护作业的安全管理与评价作为主要研究课题。利用定性分析与定量分析相结合的方法,在高速公路养护作业内容、组织方式、施工道路特征和事故分类的基础上,结合重庆市高速公路养护作业现状及事故案例,分析重庆高速公路养护作业安全管理存在的问题。主要表现为养护安全重视不足、缺乏养护环境与物的安全管理、养护安全管理制度不健全和养护安全监管存在缺位这四点。在此基础上,进行重庆市高速公路养护作业的安全风险评价。通过明确养护作业安全风险评价指标体系构建原则与步骤,进行高速公路养护作业安全风险因素分析,由此构建重庆市高速公路养护作业安全风险评价指标体系。通过建立高速公路养护作业评语集,明确高速公路养护作业安全风险权重集,计算出重庆市高速公路养护作业安全风险概率的评估得分为0.4792,风险损失评估得分为0.4777。养护作业安全风险为三级风险,是不期望的高风险水平,必须加以重视。结合所得到的研究结论,从强化高速公路养护作业前安全管理、加强高速公路养护作业过程安全管理、完善高速公路养护作业安全管理制度、健全高速公路养护协同监管体系和提升养护智能化、信息化水平这五个方面提出重庆市高速公路养护作业的安全管理策略,旨在为重庆市以及我国其他省份加强高速公路养护作业安全管理提供一定的借鉴与参考。更多还原

【Abstract】 The rapid development of the highway infrastructure network has provided a reliable guarantee for people’s free,smooth and convenient travel.It also plays a great role in promoting the development of transportation and social economy.In order to keep the highway in good technical condition and performance,prolong service life and improve service level,a lot of maintenance work needs to be carried out.Highway maintenance operations not only have the safety risks of ordinary road construction operations,but also has the characteristics of narrow operation area,tight construction time,high-speed traffic and large flow of vehicles.Nighttime and Severe weather such as rain,fog,ice and snow will also have a great impact on highway maintenance.In recent years,with the increase in the workload of highway maintenance,the risks faced by construction workers in highway maintenance have increased sharply,and the number of safety accidents in highway maintenance operations is on the rise.In this context,it is urgent to discuss the safety management of highway maintenance operations in detail.This paper takes the safety management and evaluation of Chongqing highway maintenance work as the main research topic.Using a combination of qualitative analysis and quantitative analysis,On the basis of highway maintenance operation content,organization method,construction road characteristics and accident classification,combined with the current situation and accident cases of highway maintenance in Chongqing,this paper analyzes the problems existing in the safety management of highway maintenance in Chongqing.It is mainly manifested in the following four aspects:insufficient attention to maintenance safety,lack of safety management of the maintenance environment and materials,imperfect maintenance safety management system,and lack of maintenance safety supervision.On this basis,the safety risk assessment of Chongqing highway maintenance operations is carried out.By defining the construction principles and steps of the safety risk evaluation index system of highway maintenance,the safety risk factors of highway maintenance are analyzed,and the safety risk evaluation index system of highway maintenance in Chongqing is constructed.By establishing a comment set of highway maintenance operations and clarifying the safety risk weight set of highway maintenance operations,the evaluation score of safety risk probability of Chongqing highway maintenance operations was 0.4792,the risk loss evaluation score was 0.4777.The safety risk of maintenance operation is a three-level risk.It belongs to the unexpected high risk level and must be taken seriously.Based on the obtained research conclusions,from strengthening the safety management before the highway maintenance construction,strengthening the safety management of the highway maintenance operation process,improving the safety management system of the highway maintenance operation,improving the collaborative supervision system of highway maintenance and improving the maintenance intelligence and information level.From these five aspects,the paper puts forward the safety management strategy of highway maintenance in Chongqing.It aims to provide a certain reference and reference for Chongqing and other provinces in China to strengthen the safety management of highway maintenance operations.更多还原
