【副题名】基于J行业协会的个案分析

【摘要】 随着我国社会主义市场经济体制的逐步完善,政府体制改革不断深入,行业协会等社会组织得到了进一步发展,在促进经济发展和推进社会治理现代化等方面发挥着日益重要的作用。尤其是政会脱钩改革,进一步理顺了政府与行业协会的关系,赋予了行业协会更多的发展自主权,适应了我国社会和市场经济发展的需要。然而,作为一种政府主导推动下的管理制度变革,在给行业协会发展带来机遇的同时也带来了较大的挑战。脱钩改革极大改变了行业协会的政策及资源环境,在“市场化、社会化”改革导向下,脱钩改革后行业协会的发展还面临很多亟待解决的问题。现有研究多集中在政会关系、脱钩后内外部治理及组织能力建设等方面,对行业协会脱钩后的发展关注得还不够,尤其是从微观层面,从资源依赖理论视角、立足脱钩后行业协会发展实践进行的研究还有待加强。文章首先从概念、特点及类型等方面对行业协会进行界定,对脱钩改革历程、原则及任务要求做了梳理,并对资源依赖理论、治理理论的内涵及其在文中的应用做了阐释。随后以资源依赖理论为基础,对我国行业协会的发展历程、特点及脱钩改革对行业协会发展带来的挑战和影响进行了分析和总结。在此基础上,对J行业协会这家较早实现脱钩改革的省级行业协会脱钩改革后应对新的资源和政策环境所采取的措施和取得的成果进行了归纳总结,并通过实证分析,认为脱钩后J行业协会的发展还面临公信力弱化、收支压力增大、人才短缺更加突出、市场竞争压力加大、行为异化风险增加、与政府间关系不稳定等诸多问题,并从内外部两方面厘清了制约行业协会脱钩后发展的因素。最后,针对存在的问题及制约因素,文章以治理理论为基础,从不同治理主体视角出发,分别提出了完善对策,认为:政府要担负起元治理角色,强化顶层设计,尽快出台行业协会法,加强配套政策的落地实施,进一步完善监管机制,强化党建的引领带动作用;行业协会要坚持市场化、社会化发展方向,明晰自身角色定位,强化内部治理,提高社会服务和治理能力;社会方面应引入社会公众力量,建立多元共治的治理体系,以共同规范和促进脱钩后行业协会的发展。文章的创新之处在于,能紧贴时代背景,以具体案例为样本,运用资源依赖理论和治理理论,从微观层面对脱钩后行业协会的发展进行经验研究,所反映出的问题及其表现形式具有鲜明的时代特征和新颖性,所提出的建议具有针对性和现实性。更多还原

【Abstract】 With the deepening reform of the government system and the gradual improvement of the socialist market economic system in China,social organizations such as industry associations have been further developed and are playing an increasingly important role in promoting economic development and promoting the modernization of social governance.In particular,the reform of decoupling between government and industry associations has further straightened out the relationship between government and industry associations,and endowed industry associations with more autonomy for development,which met the needs of the development of China’s society and market economy.However,as a kind of management system reform driven by the government,it brings both opportunities and challenges to the development of industry associations.Decoupling reform has greatly changed the policies and resource environment of industry associations.Under the guidance of "marketization and socialization" reform,the development of industry associations after the reform of decoupling still faces many problems to be solved urgently.Most of the existing studies focus on the relationship between government and association,internal and external governance after decoupling,and organizational capacity building,etc,but not enough attention has been paid to the development of industrial associations after decoupling,especially from the micro level,from the perspective of resource dependence theory and based on the development practice of industrial associations after decoupling,which needs to be strengthened.Firstly,this paper defines the industry association from the aspects of concept,characteristics and types,sorts out the reform process,principles and task requirements of decoupling,and explains the connotation and application of resource dependence theory and governance theory in this paper.Then,based on the theory of resource dependence,the paper analyzes and summarizes the development process,characteristics and challenges and influences brought by the reform of decoupling to the development of China’s industry associations.On this basis,this paper summarizes the measures and achievements taken by J Industry Association,a provincial industry association that realized decoupling reform earlier,in response to the new resources and policy environment after the decoupling reform,and through empirical analysis,It is believed that the development of J industry association after decoupling is also faced with specific problems such as credibility crisis,increased pressure of revenue and expenditure,more prominent shortage of talents,increased pressure of market competition,increased risk of behavior alienation,and unstable relationship with the government.Moreover,it analyzes the factors restricting the development of J industry association after decoupling from internal and external aspects.Finally,in view of the existing problems and restricting factors,this paper based on the theory of governance,starting from the different perspective of the governance body,puts forward some countermeasures to improve respectively,pointed out that the government should take on yuan governance role,strengthen the top-level design,promulgation of industry association laws,strengthen the ground implementation of supporting policies,further perfect the supervision mechanism,strengthen the party lead the leading role,etc.;Industry associations should adhere to the direction of marketization and socialization,clarify their role positioning,strengthen internal governance,and improve the ability of social service and governance.In the social aspect,the public should be introduced to establish a multi-governance system so as to standardize and promote the development of industrial associations after decoupling.The innovation of the article is that can keep abreast of the background of the Times,with specific cases as sample,using the resource dependence theory and governance theory,from the micro level of decoupling after the development of the industry association to carry on the empirical research,reflects the problems and its form of expression has distinct characteristics of the Times and novelty,has targeted and practical recommendations.更多还原
