【摘要】 在我国不断推进社会治理体系和社会治理能力现代化的进程中,社会组织的重要性愈发凸显,党组织与社会组织之间的关系问题也备受关注。在“党建引领”的现实背景下,“嵌入”究竟是如何影响社会组织的发展及其“自主性”的是一个值得研究的重要课题。本文以C市义工联为案例,探究了“党建引领”与草根公益组织发展背后的逻辑。在本案例中,党组织以强有力的组织嵌入、目标嵌入、关系嵌入对义工联进行嵌入,组织嵌入逐步构建起义工联法律合法性、政治合法性、行政合法性、社会合法性四重合法性,目标嵌入助推义工联内部治理能力、人力资源管理能力提升,党组织的关系嵌入,提升了义工联的资源筹募能力。党组织的多重嵌入使得草根公益由小到大,走出了重重困境,获得合法性,取得了长足发展动力。同时,义工联逆向弱嵌入于党组织,协助、承担党的活动,促进了党组织对党员的管理与教育,加强了党的组织建设,全面提升了C市市委组织部的“党建政绩”,增强了政党认同的基础。虽然党组织的强有力嵌入一定程度上制约了草根公益组织发展的自主性,但其行动能力跃升,在基层治理中的价值愈发凸显。草根公益组织与党组织之间基本上实现了互惠。总之,本文研究发现,党组织与草根公益组织之间既不是单向的“嵌入”关系,也不是对等的“互嵌”关系,而是党组织的“强嵌入”与草根公益组织的“弱嵌入”相结合的互动性嵌入关系;借助这种关系,一方面实现了党对草根公益组织的政治引领,另一方面,在草根公益组织的自主性受到一定程度的约束的情况下,其行动能力跃升,可以更深入、更广泛地参与基层治理,总体上形成了互惠的局面。更多还原

【Abstract】 In the process of China’s continuous promotion of the modernization of the social governance system and social governance capabilities,social organizations are playing an increasingly important role,and the relationship between the party organizations of the Chinese Communist Party and social organizations has also attracted much attention.In the process of China’s continuous promotion of the modernization of the social governance system and social governance capabilities,social organizations are playing an increasingly important role,and the relationship between the party organizations of the Chinese Communist Party and social organizations has also attracted much attention.Under the realistic background of "the construction work of the Communist Party of China leads development",how exactly does "Embedding"affect the development of social organizations and its "Autonomy",is an important subject worthy of study.This article uses the C Volunteer Federation as a research case to explore the logic behind the development of grassroots public welfare organizations led by the party’s construction work.In this case,the Chinese Communist Party’s party organization embeds the Volunteer Federation with strong organizational embedding,goal embedding,and relationship embedding.Organizational embedding gradually builds up the legal legitimacy,political legitimacy,administrative legitimacy,and social legitimacy of the Volunteer Federation of Trade Unions.The goal embedding improves the internal governance capabilities and human resource management capabilities of the Volunteer Federation.Relationship embedding has improved the resource-raising ability of the Volunteer Federation.The multiple embeddings of the Communist Party of China have made grassroots public welfare from small to large,out of many difficulties,gaining legitimacy,and gaining considerable momentum for development.At the same time,the Volunteer Federation is weakly embedded in the party organization of the Communist Party of China,assists and undertakes party activities,promotes the party organization’s management and education of party members,strengthens the party’s organizational construction,and brings"Political achievements"to the Organization Department of the C City Party Committee.,strengthens the foundation of party identity.Although the strong embedding of party organizations has restricted the autonomy of grassroots public welfare organizations to a certain extent,their ability to act has jumped,and their value in grassroots governance has become increasingly prominent.Basically,grassroots public welfare organizations and party organizations have achieved reciprocal results.In short,the research in this article finds that the relationship between party organizations and grassroots public welfare organizations is neither a one-way"embedded" relationship,nor is it a reciprocal "embedding" relationship,but the "strong embedding" of party organizations combines with the "weak embedding" of grassroots public welfare organizations,which is a kind of interactive embedding relationship.With this relationship,on the one hand,the party’s political leadership of grassroots public welfare organizations has been realized.On the other hand,when the autonomy of grassroots non-profit organizations is restricted to a certain degree,their ability to act has jumped,and they can participate in grassroots governance more deeply and more extensively.forming a reciprocal situation.更多还原
