【副题名】以D市D区为例

【摘要】 城市社区作为城市社会最基本的组成单位,其治理成效关乎党的各项方针政策的贯彻落实,关乎城市整体和谐稳定,关乎人民群众切身利益。无论是“单位制”“街居制”还是“社区制”,社区治理与党政、社会和市场等多方存在利益关联,形成牵一发而动全身的态势。党的十九大以来,强化城市基层治理体系建设成为共识,城市社区党群服务中心在城市社会治理体系中崭露头角。作为以城市社区为主要观察对象的城市基层治理体系的关键节点和主要阵地,城市党群服务中心是当前研究我国城市治理、推进城市治理现代化无法忽视的一个重要参考对象,探究党群服务中心在城市社区治理中的作用发挥问题非常有必要。本文选取D市D区党群服务中心为研究案例,综合运用问卷调查、深入访谈、实地调研等方法手段,以理论阐释、问题探讨、谋求对策为路径开展研究。首先,明确城市社区、城市社区治理等核心概念,运用多中心治理理论、无缝隙政府理论、新公共服务理论进行分析。第二,梳理城市社区治理历程,从街居职能过度膨胀、职能与权责不相符、治理主体错位、群众需求供需失衡四个角度阐释社区治理困境,探究党群服务中心的缘起。第三,以D市D区为例介绍了城市社区党群服务中心的一般性组织架构,总结出党群服务中心强调政治属性、公共服务的自发性与公益性、坚持共治共享理念的主要特征,并概括出党群服务中心便民服务、社会管理、聚合民心三大功能。第四,通过以D市D区党群服务中心为研究对象,通过调查、访谈等得到党群服务中心在城市社区治理过程中存在角色功能失调、组织效率低、服务供给不足、资源整合乏力、群众参与度不高等问题,经过分析探究得出传统的行政体制掣肘、多元主体治理机制不健全、工作人员综合素养欠佳、考核激励模式僵化等原因。最后,本文在总结D市D区工作经验和存在不足的基础上,提出了加强党群服务中心建设促进城市社区治理效能的优化路径,主要包括健全完善多元合作治理机制、深化行政体制改革、强化公共服务功能等,以期为党群服务中心参与城市社区治理发挥作用提供有益参考。更多还原

【Abstract】 As the most basic component of urban society,the governance effect of urban community is related to the implementation of the Party’s principles and policies,the overall harmony and stability of the city,and the vital interests of the people...From"unit system" to "neighborhood system" and then to"community system",community governance involves multiple forces of the party and government,society and the market,and the change of its governance mode also connects with the change of the whole organization The change of its governance mode is also connected with the change of the whole organization system.Since the 19th Party Congress,strengthening the construction of urban grassroots governance system has become a consensus,and urban community party and group service centers have emerged in the urban social governance system.As the key node and main position of urban grassroots governance system with urban community as the main observation object,urban party and group service center is an important reference object that cannot be ignored in the current study of China’s urban governance and promotion of urban governance modernization,and it is very necessary to explore the role of party and group service center in urban community governance.This paper selects the party community service center in D district of D city as a research case and uses various research methods such as questionnaire survey method,in-depth interview method and field research method to carry out the research by the path of theoretical analysis,problem researcher and solution countermeasures.Firstly,we focus on clarifying the core concepts of urban community and urban community governance,and analyze them by applying polycentric governance theory,seamless government theory and new public service theory.Secondly,the study compares the history of urban community governance,explains the dilemma of community governance from four perspectives:over-expansion of street and neighborhood functions,mismatch between functions and powers and responsibilities,misalignment of governance subjects,and imbalance between supply and demand of mass demand,and explores the origin of the party and community service center.Third,the general organizational structure of the Party and Community Service Center in urban communities is introduced with the example of city D.The main features of the Party and Community Service Center are summarized as emphasizing political attributes,spontaneity and public welfare of public services,and adherence to the concept of shared governance,and three major functions of the Party and Community Service Center are outlined as convenient service,social management,and gathering people’s hearts.Fourthly,by taking the party group service center in D district of D city as the research object,through surveys and interviews,we get that the party group service center has dysfunctional roles,low organizational efficiency,insufficient service supply,weak resource integration,and low participation of the public in the process of urban community governance,and after analysis and investigation,we conclude that traditional administrative system constraints,unsound governance mechanism of multiple subjects,poor comprehensive quality of staff,and rigid assessment and incentive model are the reasons.The reasons for the rigidity of the assessment and incentive model.Finally,on the basis of summarizing the experience and shortcomings of D city,this paper proposes an optimal path to strengthen the construction of party group service center to promote the effectiveness of urban community governance,mainly including improving and perfecting the multi-dimensional cooperative governance mechanism,deepening administrative system reform,and strengthening the public service function,in order to provide a reference value and practical significance for the operation of urban community party group service center and development suggestions.更多还原
