【摘要】 十八大以来,随着我国经济的快速发展及人们生活水平的不断提高,人民对生态环境的关注日益提升。对此,以习近平同志为核心的党中央从维护最广大人民群众的根本利益出发,把人们对美好生活的向往作为自己的奋斗目标,在十八大首次将生态文明建设纳入到“五位一体”总布局,并在十八届五中全会提出“创新、协调、绿色、开放、共享”的新发展理念,在十九届五中全会中,习近平同志也在充分肯定了我国生态建设工作取得的成就的基础上,进一步提出了“十四五”时期生态文明建设的新目标、新举措。由此可见,在这一期间形成的习近平关于生态文明建设提出的一系列理论、主张和论断构成了习近平新时代生态文明建设思想。而把“良好的生态环境作为最普惠的民生福祉”的习近平生态民生观作为习近平生态文明思想的重要组成部分,立足于新时代背景下人们对于“天更蓝、水更清、空气更清新”的美好生活的追求,开拓民生建设新领域,将生态文明建设与民生建设紧密结合,提出一系列可行措施和论断,充分体现中国共产党的民本思想。论文将康平县生态文明建设作为研究习近平生态民生观的对象,是因为其作为曾经的国家级贫困县、生态脆弱地发展成为现在的国家级生态建设示范区、生态涵养区在生态建设方面取得的成就、经验及存在的不足具有典型的代表意义,这对于其他具有独特地理位置但生态基础脆弱的地区具有重要的借鉴作用。近年来,康平县委、县政府立足县情,积极贯彻落实习近平同志关于生态文明建设重要讲话精神,坚持“生态立县”发展战略,坚守生态红线,合理规划生态建设空间,在提高植被覆盖率、保护生物多样性、生态旅游区建设及城乡治理等方面成效显著,康平县居民生活质量大幅提高,人民群众的生活幸福感和获得感显著提升。但与此同时,由于康平县生态文明建设起点较低、起步较晚,因此,依旧存在人们环保意识薄弱、责任感欠缺、产业升级步伐动力不足、生态民生保障体系有待完善等不足。论文将针对康平县生态文明建设现存的不足,在习近平生态民生观的指导下结合实际县情,提出可行措施,以期实现康平县生态文明建设的可持续发展,增进民生福祉,进而更好的推动新时代中国农村生态文明建设和民生建设发展进程。更多还原

【Abstract】 Since the 18 th National Congress of the Communist Party of China,with the rapid development of China’s economy and the continuous improvement of people’s living standards,people’s attention to the ecological environment is increasing.In this regard,the Party Central Committee with Comrade Xi Jinping as its core,starting from safeguarding the fundamental interests of the overwhelming majority of the people,regards people’s yearning for a better life as their goal of struggle,and brings the construction of ecological civilization into the "five in one" general layout for the first time in the eighteen big cities.In the fifth Plenary Session of the 18th CPC Central Committee,it put forward the new concept of "innovation,coordination,green,openness and sharing".In the middle of the fifth Plenary Session of the 19th CPC Central Committee,Comrade Xi Jinping also fully affirmed the achievements of ecological construction in China,and further put forward the new goals and measures for the construction of ecological civilization in the "14th Five-Year" period.During this period,a series of theories,propositions and assertions constituted Xi Jinping’s thought of ecological civilization construction in the new era.Taking Xi Jinping’s ecological and people’s livelihood as a most important part of Xi Jinping’s ecological civilization,taking the good ecological environment as the most popular welfare of the people’s livelihood is based on the pursuit of a better life of "sky bluer,clearer water and cleaner air" in the new era,and opening up a new field of people’s livelihood construction.A series of feasible measures and judgments fully reflect the people-oriented thought of the Communist Party of China.The paper regards the construction of ecological civilization in Kangping County as the object of studying the contemporary value of Xi Jinping’s ecological livelihood concept,because it has typical representative significance as the former national poor county,fragile ecological development to the present national ecological construction demonstration area,and ecological conservation area in terms of achievements,experience and shortcomings in ecological construction,which is unique to others.The geographical location but fragile ecological base of the region has an important reference.In recent years,the Kangping county Party committee and county government have been actively implementing the spirit of the important speech of Comrade Xi Jinping on the construction of ecological civilization,adhering to the development strategy of "ecological county",adhering to the ecological red line,rationally planning the ecological construction space,improving the vegetation coverage,protecting biodiversity,building eco-tourism areas and urban and rural governance,and so on,and have achieved remarkable results in Kangping County residents.The quality of life has been greatly improved,and the people’s sense of happiness and sense of gain have been significantly improved.But at the same time,due to the low starting point and late start of ecological civilization construction in Kangping County,there are still some deficiencies,such as weak environmental protection awareness,lack of sense of responsibility,lack of driving force of industrial upgrading pace,and ecological livelihood security system to be improved.The paper will aim at the existing deficiencies of Kangping county’s ecological civilization construction,and put forward feasible measures under the guidance of Xi Jinping’s ecological livelihood concept and the actual county situation,so as to realize the sustainable development of Kangping’s ecological civilization construction,improve the well-being of the people and promote the development of rural ecological civilization and the construction of people’s livelihood in China in the new era.更多还原
