【摘要】 污水处理是水环境防治工作的重要一环,也是社会、经济、生态发展中不可或缺的一环,目前,我国污水处理设施发展相对滞后且分布不均衡,特别是广大农村地区。污水处理设施的建设需要大量的资金,然而目前污水处理设施的融资渠道单一,基本以银行为主,并且融资的条件较高,很难满足污水处理设施对资金的需求,使得污水处理行业的发展受到了资金的限制。因此,研究如何提高污水处理行业融资效率,拓宽融资渠道,具有重要的现实意义。2017年7月,财政部、住建部、农业部和环保部联合发布了《关于政府参与的污水、垃圾处理项目全面实施PPP模式的通知》,该通知的发布,为污水处理项目采用PPP模式融资指明了方向。本文以合肥市长岗污水处理厂PPP项目融资方案为研究对象,主要研究的内容包括以下几个方面:(1)国内外PPP项目融资研究现状阅读大量的国内、外关于PPP项目融资以及污水处理项目融资的文献资料,并对阅读文献资料的研究成果进行整理、归纳。(2)PPP融资相关理论研究主要研究PPP项目融资相关概念、PPP项目主要的融资模式以及污水处理类PPP项目的主要运作模式。(3)合肥市长岗污水处理厂PPP项目融资方案分析及优化对合肥市长岗污水处理厂PPP项目融资方案进行分析,找出融资方案存在的问题,在分析、研究影响项目融资方案因素基础上,提出具体的优化措施,对项目的融资方案进行优化,并对优化后的融资方案进行评估。本文提出的融资方案优化措施对于污水处理PPP项目融资方案的设计具有一定的参考价值,同样对于其他PPP项目也可以起到一定的借鉴作用。更多还原

【Abstract】 Sewage treatment is an important part of water environment prevention and control.It is also an indispensable link in the development of society,economy and ecology.At present,the development of sewage treatment facilities in China is lagging behind and uneven distribution,especially in the vast rural areas.The construction of sewage treatment facilities requires a large amount of money,but now the sewage treatment facilities financing channels for a single,basically dominated by banks,and financing conditions is higher,it is difficult to meet the demand of funds for sewage treatment facilities,the sewage treatment industry is capital limited.Therefore,it is of great practical significance to study how to improve the financing efficiency of sewage treatment industry and broaden the financing channels.In July 2017,the Ministry of Finance,the Ministry of Housing and Urban-Rural Development,the Ministry of Agriculture and the Ministry of Environmental Protection jointly issued the notice on the implementation of the PPP mode for the government’s participation in the sewage and garbage disposal project.The announcement of the notice pointed out the direction for the sewage treatment project to adopt PPP mode financing.In this paper,Hefei Changgang sewage treatment plant PPP project financing project as the research object,the main research content includes the following aspects:(1)the research status of PPP project financing at home and abroadRead a lot of domestic and foreign literature about PPP project financing and sewage treatment project financing,and collate and summarize the research results of reading literature.(2)research on the theory of PPP financingThis paper mainly studies the concept of PPP project financing,the main financing mode of PPP project and the main operation mode of PPP project of sewage treatment.(3)analysis and optimization of the PPP project financing scheme for the mayor of Hefei mayor Gang sewage treatment plantThe mayor of Hefei Changgang sewage treatment plant PPP project financing scheme analysis,find out the financing problems,based on the analysis and research of project financing scheme of influence factors,put forward specific measures,optimize the financing plan for the project,and to evaluate the financing scheme optimized.The financing measures proposed in this paper have certain reference value for the design of sewage treatment PPP project financing scheme,and also can play a certain reference role for other PPP projects.更多还原
