【摘要】 现代公共管理理论指出要提升政府透明,以满足公众日益增长的信息需求,同时,近年来公共交通建设项目的规模与数量不断增加,公众对获取建设项目相关信息的需求也不断增加。因此,对交通建设项目政府网上信息公开质量及其影响因素进行研究,可以有效了解政府交通建设项目信息公开工作状况,并透过现状发现政府项目信息公开的潜在动力,最终达到提高交通建设项目政府网上信息公开质量的目的。本文首先对交通建设项目信息公开内容,公开渠道以及交通建设项目信息公开质量的概念进行了阐述,在此基础上,根据政府信息公开的相关理论和法规制度,通过对31个省级政府交通厅网站的项目信息公开内容进行分析,提出交通工程建设项目网上信息公开质量评估指标,随后,通过行业专家打分评估和层次分析法,构建了交通工程项目信息公开质量评估体系,并结合2015-2018年交通厅网站数据对我国各省交通建设项目网上信息公开质量进行评估。在此基础上,查阅相关文献资料并结合交通工程建设项目自身特征,本文提出影响交通工程建设项目政府网上信息公开质量的影响因素结构方程模型并对其进行检验。结果发现由于现有的法律法规对交通建设项目信息公开的要求不具体,政府传统思想的束缚以及交通网站建设能力不够等原因,造成政府交通建设项目信息公开整体水平偏低。政府的需求与能力,项目质量及其所处的市场环境以及公众压力对政府交通工程建设项目网上信息公开质量具有显著的积极影响。为此,政府应当适当扩展规模,努力加强自身能力建设,建设良好的市场环境以及鼓励公众参与交通建设项目网上信息公开过程,以提升交通工程建设项目网上信息公开质量。更多还原

【Abstract】 Modern public management theory points out that government transparency should be improved to meet the growing information needs of the public.Meanwhile,the scale and number of public transport construction projects have been increasing in recent years,and the public’s demand for information related to construction projects has been increasing.Therefore,the research on the quality of government information disclosure of transportation construction projects on the Internet and its influencing factors can effectively understand the working status of government information disclosure on transportation construction projects,and find out the potential power of government project information disclosure through the current situation,and ultimately achieve the goal of improving the quality of government information disclosure of transportation construction projects on the internet.Firstly,this paper expounds the concepts of information disclosure content,disclosure channel and information disclosure quality of construction projects.On this basis,according to the relevant theories and regulations of government information disclosure,through the analysis of project information disclosure content of 31 provincial government traffic department websites,this paper puts forward the quality of information disclosure on the network of traffic construction projects.Then,through the evaluation index of experts and analytic hierarchy process,the evaluation system of information disclosure quality of traffic construction projects is constructed,and the quality of information disclosure online of traffic construction projects in various provinces of China is evaluated with the website data of the Ministry of Communications from 2015 to 2018.On this basis,referring to the relevant literature and combining with the characteristics of traffic construction projects,this paper proposed a structural equation model of influencing factors on the quality of government information disclosure of traffic construction projects on the network and tests it.The results show that the overall level of information disclosure of government traffic construction projects is low due to the lack of specific requirements of existing laws and regulations for information disclosure of traffic construction projects,the constraints of traditional government ideas and the inadequate capacity of traffic website construction.The government’s demand and ability,project quality,market environment and public pressure have a significant positive impact on the quality of online information disclosure of government traffic construction projects.Therefore,the government should expand its scale appropriately,strengthen its own capacity,build a good market environment and encourage the public to participate in the process of online information disclosure of traffic construction projects,so as to improve the quality of online information disclosure of traffic construction projects.更多还原
