【摘要】 我国大力推动社会转型和体制转变的背景下,社会治理的主体结构逐渐改变,传统社会中被视作管理对象的社会组织开始转变角色,政府开始逐步将现有公共服务职能向社会组织转移。本文通过比照美国、英国和日本科技类社会组织提供公共服务的案例和中国科技类社会组织参与公共服务的经验,介绍了科技类社会组织参与公共服务的情况。深入分析了地市级科技类社会组织参与公共服务的现状和优势,归纳了现阶段地市级科技类社会组织参与公共服务的三条路径,即承接政府转移职能、参与政府购买公共服务和主动参与公共服务。本文以内蒙古包头市为例做了案例分析,并对包头市的科技工作者和科技类社会组织服务对象设计了调查问卷,结合问卷调查结果归纳了现有地市级科技类社会组织参与公共服务路径中存在的一些问题,如政府存在的职能转变意愿、手段不足的问题、科技类社会组织参与公共服务渠道较少的问题和对公共服务的监管、评估不足的问题等。并针对以上问题提出做好有关科技公共服务需求调研、完善配套法律法规、完善相关机制的解决方案。针对地市级社会组织自身组织建设、技术能力、公共服务能力和公信力不足的问题,给出了相应的提升自身能力的方法。明确政府要提高意识,加快从“全能型政府”向“服务型政府”转变,畅通地市级科技类社会组织参与公共服务的渠道,鼓励和引导地市级科技类社会组织发挥自身对当地特殊的社会状况、人文状况、产业背景等的认识和理解方面的优势更多参与到公共服务中来。更多还原

【Abstract】 Under the background of China’s vigorous promotion of social transformation and system transformation,the main structure of social governance has gradually changed,the social organizations regarded as management objects in traditional society have begun to change their roles,and the government began to gradually transfer the existing public service functions to social organizations.This paper introduces the participation of scientific and technological social organizations in public services by comparing the cases of providing public services by scientific and technological social organizations in the United States,Britain and Japan and the experience of Chinese scientific and technological social organizations in public services.This paper deeply analyzes the present situation and advantages of municipal science and technology social organizations participating in public services,and sums up three paths for municipal science and technology social organizations participating in public services at present,namely,undertaking government transfer functions,participating in government purchasing public services and actively participating in public services.Taking Baotou City,Inner Mongolia as an example,this paper makes a case analysis,and designs a questionnaire for scientific and technological workers and service objects of scientific and technological social organizations in Baotou City.Combined with the questionnaire survey results,it summarizes some problems existing in the path of participating in public services of municipal scientific and technological social organizations,such as the government’s willingness to change functions,insufficient means,less channels for scientific and technological social organizations to participate in public services,and insufficient supervision and evaluation of public services.In view of the above problems,this paper puts forward some solutions,such as doing a good job in the research on the demand of science and technology public services,perfecting supporting laws and regulations,and perfecting relevant mechanisms.Aiming at the problems of insufficient organization construction,technical ability,public service ability and credibility of municipal social organizations,this paper puts forward corresponding methods to improve their own ability.It is clear that the government should raise awareness,speed up the transformation from "all-round government" to "service-oriented government",unblock the channels for municipal science and technology social organizations to participate in public services,and encourage and guide municipal science and technology social organizations to play their own advantages in understanding and understanding local special social conditions,cultural conditions and industrial backgrounds to participate more in public services.更多还原
