【摘要】 中国共产党的群众路线是党一以贯之的根本工作路线,是党必将慎终如始的伟大事业。群众路线在新时代依然延续我党分析、解决问题的基本观点,是我党永葆生机与活力之源,是共产党人之本,是我党不断取得胜利之宝,是社会主义民主政治发展和现代化治理之基。微文化以“微”为显著特点,“微时代”的到来是网络新媒体技术发展的必然结果,人民群众对于美好生活的需求有了明显的变化,主要体现在政治权利观念、物质利益追求及精神文化追求诸多方面,使新时期践行党的群众路线面临新挑战,践行群众路线只有因时而变、应时之需才能焕发新的生机。因此,在微文化背景下继续发扬群众路线的优良传统并使之与时俱进,充分运用“微技术”和“微平台”拓宽党群沟通的渠道,扩大群众受益面和推进群众工作的精准性是新时代党建尤其是基层党建无法回避的重大课题。本文重点分析了微文化背景下践行党的群众路线存在的机遇,有助于夯实党的执政基础、密切党群联系、增强群众“获得感”和营造清朗的政治生态,其次对当前微文化背景下践行党的群众路线的主要做法和经验进行了总结和分析,对微文化背景下践行党的群众路线存在的问题和原因进行了阐述。在此基础上,提出了微文化背景下践行党的群众路线需达成运用微传播手段密切党群关系等四个主要目标,贯彻现实性与虚拟性相结合等三个基本原则,提出了增强干部服务意识,提升服务“微能力”;创新干部思维模式,实现双向“微联动”;探索新型互动方式,建构延展“微圈层”;重视文化平台作用,建设完善“微平台”和动员群众有序参与,建立维稳“微机制”的具体路径。更多还原

【Abstract】 The mass line of the Communist Party of China is the party’s consistent basic working line,and is the great cause that the party will stick to in its end.The mass line continues our party’s basic view of analyzing and solving problems in the new era.It is the source of our party’s eternal vitality and vigor,the foundation of communists,the treasure of our party’s continuous victory,and the foundation of the development of socialist democratic politics and modern governance.Micro-culture is characterized by "micro" and the arrival of "micro-era" is the inevitable result of the development of network new media technology.The people’s demand for a better life has obviously changed,mainly reflected in many aspects such as the concept of political rights,the pursuit of material interests and the pursuit of spiritual culture.This has brought new challenges to the implementation of the Party’s mass line in the new era.Only when the mass line is changed with the times and meets the needs of the times can it have new vitality.Therefore,under the micro-cultural background,it is an unavoidable major topic for the party construction in the new era,especially for the grass-roots party construction,to continue to carry forward the fine tradition of the mass line and keep pace with the times,to make full use of "micro-technology" and "micro-platform" to broaden the communication channels between the party and the masses,to expand the benefits of the masses and to promote the accuracy of the mass work.This article focuses on analyzing the opportunities for practicing the party’s mass line under the micro-cultural background,which is helpful to consolidate the party’s ruling foundation,close ties between the party and the masses,enhance the "sense of acquisition" of the masses and create a clear political ecology.Secondly,it summarizes and analyzes the main practices and experiences of practicing the party’s mass line under the current micro-cultural background,and expounds the problems and reasons of practicing the party’s mass line under the micro-cultural background.On this basis,it puts forward four main goals of implementing the party’s mass line under the background of micro-culture,such as using micro-communication means to close the relationship between the party and the masses,implementing three basic principles,such as the combination of reality and virtuality,and proposing to enhance cadres’ service awareness and enhance service "micro-ability".Innovating cadre’s thinking mode and realizing two-way "micro-linkage";Exploring new interactive modes and constructing extended "micro-circle layer";Pay attention to the role of cultural platform,build and perfect the "micro-platform" and mobilize the orderly participation of the masses,and establish a specific path to maintain stability of the "micro-mechanism".更多还原
