【摘要】 党的十八大将生态文明建设提高到了国家发展的战略高度,从宏观层面对环境保护与绿色发展提出了 一系列新的发展思路,水环境治理作为生态文明建设的关键一环,是经济健康持续发展的关键保障,不仅关系到当代人民生活的幸福感与满意度,也影响到民族未来的发展方向。通过文献资料法,内容分析法和案例研究法,整理河长制相关的媒体报道、政策文件、政策执行与向后式政策执行已有的学术成果,通过视角创新,从政策执行的末端参与者入手审视河长制,丰富了河长制的研究维度与向后式政策理论的现实意义。研究主要从向后式政策执行理论视角出发,结合浙江省河长制的政策实施,从政策执行的末梢参与者——基层河长与政策目标群体——社会公众两个维度分析河长制的执行现状、现实困境与完善路径。通过分析浙江省河长制的政策文本与改革实践,可以发现浙江省通过强化党政领导负责制,整合多种政策资源,鼓励多元治理,实行网格化管理模式,搭建互联网治理平台,实现了水环境治理绩效的提升。但却需要解决由于体制刚性化,缺少制度激励,政策科学性与规范性较低所导致的基层官僚缺乏自由裁量权,民间资本与社会力量利用不充分,地方河长职责模糊等问题。河长制作为一项创新性制度,需要在实践中不断进行完善。基于向后式政策执行的逻辑,深化河长制改革应当强化基层的激励机制,保障基层河长的治理权限,扩大公民参与式治理的广度与深度,积极扶持社会组织推动多元治理,建立智慧河湖系统,引入立体交叉式监督考核方式。更多还原

【Abstract】 The Eighteenth National Congress raised the ecological civilization construction to the strategic height of national development.From the macro level,it proposed a series of new development ideas for environmental protection and green development.Water environment governance,as a key point in the construction of ecological civilization,is an economic health.Sustainable development is not only related to the happiness and satisfaction of contemporary people’s lives,but also to the future development direction of the nation.Through the literature data method,content analysis method and case study method,sort out the media reports,policy documents,policy implementation and backward mapping implementation existing academic achievements related to the River Chef System,through perspective innovation,from the end participants of policy implementation Beginning to examine the river system,enriched the research dimension of river system and the practical significance of backward policy theory.The research is mainly from the perspective of the backward policy implementation theory,combined with the implementation of the Zhejiang River Chef System,from the perspective of the final participants of the policy implementationgrassroots river leaders and policy target to analyze the two dimensions of the River Chef System Implementation status,practical dilemma and perfect path.By analyzing the policy text and reform practice of the River Chef System in Zhejiang Province,it can be found that by strengthening government leadership responsibility system,Zhejiang Province integrates multiple policy resources,encourages multiple governance,implements a grid management model,and builds an Internet governance platform.Improvement of water environment governance performance.However,it is necessary to solve the problems such as the lack of institutional incentives,the lack of institutional incentives,the lack of discretionary power of the grassroots bureaucracy,the inadequate use of private capital and social forces,and the blurred responsibilities of local river leaders.River Chef System is an innovative system that needs to be continuously improved in practice.Based on the logic of backward mapping implementation,deepening the reform of the River Chef System should strengthen the grassroots incentive mechanism,ensure the governance authority of the grassroots river,expand the breadth and depth of citizen participation in governance,and actively support social organizations to promote diversified governance and the introduction of three-dimensional cross-oversight and assessment methods.更多还原
