【摘要】 新时代下的对台交流活动管理工作作为夯实和平统一民众基础、实现中华民族伟大复兴的重要途径,需要充分调动大陆主导统一局面的主动性和积极性,统筹协调沿海和内陆地市各领域交流活动,补齐内陆地市对台交流活动管理短板,形成对台交流工作合力,全面提升对台交流管理成效。研究我国内陆地市对台交流活动管理现状及问题,有助于发现内陆地市在对台交流活动管理中同沿海经济发达地区在思想认识、组织经验、交流效果上的差距,激发内陆地市对台交流的“局部”优势,增强“统战”效果,真正推动形成两岸“大交流、大合作、大发展”的多层次全领域交流局面,提升两岸民众国家认同。本文以山西大同市对台交流活动管理作为研究对象,在贯彻“和平统一、一国两制”、“九二共识”及习近平新时代对台工作论述等中央对台方针的前提下,以政府主体职能理论、国家认同原理、沉默螺旋理论为理论基础,采用了文献研究法、数据分析法、比较分析法等研究方法,理论与实践相结合。本文第二章先对大同市对台交流活动管理现状进行了介绍,主要内容包括大同市对台交流活动管理机构即大同市台办机构职能与队伍建设、大同市对台交流活动管理的发展历程、内容和特色。第三章指出内陆地市在对台交流活动管理方面存在的问题,有政治影响下两岸交流的不确定性,如台湾执政党对大陆政策的不确定性、两岸交流活动受两岸政治变化影响较大;对台交流活动组织管理不到位,如基层交流活动管理部门力量薄弱、民间交流团体组织协调作用不明显;对台交流活动执行不充分,如对台交流工作方式陈旧,项目单一、赴台交流审批程序繁琐;对台交流活动保障难度大,如地方政府不重视支持力度不够、地方对台交流政策不完善、专业交流人才缺乏;对台交流活动效果不明显,如政治宣传效果浓重、交流对象活动参与积极性不足等。分析其原因,主要是两岸交流中政治互信基础薄弱,表现为台湾执政当局不承认“九二共识”、“台独”分裂势力猖獗;政府行政职能履行不到位,比如政府职能的缺位、越位、错位、内陆地市台办编制少经费缺、对台交流管理“重官方,轻民间”;岛内部分民众对大陆缺乏认同感,台湾主体意识盛行、岛内媒体片面宣传。结合本文所提的问题和原因分析,笔者认为内陆地市在加强对台交流活动管理方面一是完善内陆地市对台交流活动管理机制,贯彻中央对台工作精神、加强对台交流工作的策划组织引导、深化建立同台两地交流机制、推动同台基层政党互访。二是强化对台部门职能转变与管理方式创新,实行基层“大部门”制改革、完善出台对台优惠政策、加强对台干部队伍建设、加大对台宣传力度。三是推进内陆地市对台交流内容多样化,打造对台交流品牌城市、强化宣传教育交流引导、密切经贸交流联系、依托文化交流纽带,多措并举全面提升内陆地市对台交流活动管理水平。更多还原

【Abstract】 As an important way to consolidate the foundation of peaceful reunification of the people and realize the great rejuvenation of the Chinese nation,the management of Taiwan to Taiwan exchange activities in the new era needs to fully mobilize the initiative and enthusiasm of the mainland in leading the reunification situation,coordinate the exchange activities in various fields of coastal and inland cities as a whole,make up for the short board of Taiwan to Taiwan exchange activities management in inland cities,and form a joint force of Taiwan to Taiwan exchange work in an all-round way We will improve the effectiveness of communication management with Taiwan.The study of the current situation and problems in the management of Taiwan to Taiwan exchange activities in China’s land-based cities will help to find the gap between the inland city and the coastal economic developed areas in terms of ideological understanding,organizational experience and exchange effect in the management of Taiwan to Taiwan exchange activities,stimulate the "local" advantages of the inland city’s Taiwan to Taiwan exchange,and truly promote the formation of a multi-level and all-round field of "large exchange,cooperation and development" between the two sides of the Taiwan Strait Exchange situation,enhance the cross-strait people’s national identity.This article takes the management of exchange activities with Taiwan in Shanxi Datong City as the research object,the principle of one country two systems,92 consensus and Xi Jinping’s new era of Taiwan’s work is discussed in this paper.The paper takes the theory of government’s main function,national identity and silent spiral as the theoretical basis,and adopts the methods of literature research,data analysis and comparison.The following are the following points: the first is the "Shanxi’s Datong cooperation".The combination of theory and practice.The second chapter introduces the current situation of the management of the communication activities between Datong and Taiwan,including the functions and team building of the management organization of the communication activities between Datong and Taiwan,the development process,contents and characteristics of the management of the communication activities between Datong and Taiwan.The third chapter points out the problems existing in the management of the exchange activities between the mainland and Taiwan in the inner land market,such as the uncertainty of Taiwan’s ruling party’s policies towards the mainland,the influence of cross-strait political changes on the exchange activities between the two sides;the organization and management of the exchange activities to Taiwan are not in place,such as the weakness of the basic level exchange activities management departments,and the organization and coordination of non-governmental exchange groups The role of communication is not obvious;the implementation of communication activities with Taiwan is not sufficient,such as the old way of communication with Taiwan,the single project,the tedious approval process of communication to Taiwan;the guarantee of communication activities with Taiwan is difficult,such as the local government does not pay enough attention to the support,the local exchange policy is not perfect,the lack of professional exchange talents;the effect of communication activities with Taiwan is not obvious,such as the strong political propaganda effect,lack of enthusiasm in participating in the activities of exchange objects,etc.The main reasons are the weak foundation of political mutual trust in cross-strait exchanges,which is manifested in the fact that Taiwan’s ruling authorities do not recognize the "1992 consensus" and the rampant secessionist forces of “Taiwan independence”;the government’s administrative functions are not performed in place,such as the absence,offside,dislocation of government functions,the lack of funds for the establishment of Taiwan offices in inland cities,and the "emphasis on the official rather than the folk" in Taiwan exchange management;some people in the island The lack of identity with the mainland,the prevalence of Taiwan’s main consciousness,and one-sided propaganda by the island’s media.Based on the analysis of the problems and causes raised in this paper,the author believes that in the aspect of strengthening the management of Taiwan exchange activities in inland cities,the first is to improve the management mechanism of Taiwan exchange activities in inland cities,implement the working spirit of the central government,strengthen the planning,organization and guidance of Taiwan exchange work,deepen the establishment of the exchange mechanism between Taiwan and Taiwan,and promote the mutual visits of grassroots political parties in Taiwan.Second,we will strengthen the transformation of the functions of Taiwan’s departments and the innovation of management methods,carry out the reform of the "big department" system at the grass-roots level,improve the introduction of preferential policies for Taiwan,strengthen the construction of the ranks of Taiwan’s cadres,and increase the publicity for Taiwan.Third,we will promote the diversification of the content of Taiwan to Taiwan exchanges in inland cities,build a brand city for Taiwan to Taiwan exchanges,strengthen the guidance of publicity and education exchanges,close economic and trade exchanges,rely on cultural exchanges,and take multiple measures to comprehensively improve the management level of Taiwan to
