【副题名】以宁夏同心县圆枣村为例

【摘要】 党的十八届三中全会站在历史的新起点上,在国家层面中将社会管理提升为社会治理,这是对现代严峻的社会治理形势的正面回应,响应了社会转型的时代要求,体现了国家对社会治理工作的高度重视。传统的以政府为中心的单一的社会治理体系已不能适应和满足经济社会的发展需要,社会治理的主体趋向多元化。中国的社会治理问题日益突出,社会治理任务日渐繁重,迫切需要围绕社会治理展开专题研究。自宁夏中部及南部实施生态移民建设工程开始,各地相关部门以极高的热情改良政策措施,不断开发和改革移民方案,稳扎稳打地推进移民工程,端正态度,严格规范的组织培训工作。与此同时,也注重促进致富产业的发展,有条不紊的组织移民进行迁移,切实加强社会治理及服务能力,保持生态移民的有利态势。然而,在生态移民的过程中,着眼点不应仅仅放在居民的新居所上,还应当关注移民安置区。安置区存在诸多社会治理问题,比如社会矛盾综合协调机制的不完善、基层组织建设的不安全、公共服务领域及社会保障体系不健全等等,鉴于此,本研究将宁夏生态移民安置区作为研究对象,基于社会治理的视角,使用问卷调查法与访谈法,结合文献研究法,按照提出问题、查找理论依据、分析问题、解决问题的顺序,讨论并研究宁夏同心县圆枣村生态移民安置区社会治理的问题。本文由以下几部分组成:第一章是绪论部分,介绍选题的学术背景,研究的目的及意义、方法及思路、创新及不足,对相关文献综述进行一一阐述;第二章为理论概述,笔者对社会与基层社会进行理论阐释,并说明社会治理理论的基本含义;第三章为问卷调查与访谈部分,笔者对宁夏生态移民背景及圆枣村相关情况进行介绍,指出调研样本选取与被访者基本情况,并对调查问卷与访谈结果进行分析;第四章从五个方面指出生态移民村社会治理困境,并提出对同类型移民村社会治理的经验借鉴;第五章提出新建生态移民村社会治理优化策略。在经济社会快速发展、新型城镇化快速推进、各种利益诉求不断冲突的背景下,社会治理已经成为政府职能转变的切入点,本文以生态移民安置区社会治理作为研究对象,希望能对该领域研究提供一些借鉴。更多还原

【Abstract】 Standing at a new starting point in history,the third plenary session of the 18 th CPC central committee upgraded social management to social governance in the system of official discourse.The traditional single social governance system with the government as the center cannot meet the needs of economic and social development,and the subjects of social governance tend to be diversified.The issue of social governance in China is becoming more and more prominent,and the task of social governance is becoming more and more arduous.Since the implementation of the ecological migration construction project in the central and southern ningxia autonomous region,the relevant departments have improved policies and measures with great enthusiasm,constantly developed and reformed the immigration program,steadily promoted the immigration project,correct attitude,and strictly standardized organization and training.At the same time,it also pays attention to promoting the development of the rich industry,orderly organization of migration,practical strengthening of social governance and service capacity,to maintain the favorable situation of ecological migration.However,in the process of ecological migration,the focus should not only be on the residents’ new homes,but also on the resettlement areas.Relocation area there are many social governance problems,such as imperfect social contradictions of comprehensive coordination mechanism,the construction of grass-roots organization of unsafe,public services and social security system is not sound,etc.,in view of this,this study will be of ningxia ecological resettlement area as the research object,based on the perspective of social governance,using questionnaire and interview method,combined with literature research,according to the proposed problem,find the order of the theoretical basis,analyze and solve problems,to discuss and study the ningxia tongxin round jujube village ecologicalresettlement areas of social governance problems.This paper is composed of the following parts: the first chapter is the introduction,which introduces the academic background of the topic,the purpose and significance of the research,methods and ideas,innovation and deficiencies,and elaborates the relevant literature review one by one.The second chapter is an overview of the theory.The author explains the theory of the society and the community,and explains the basic meaning of the social governance theory.The third chapter is the questionnaire and interview part.The author introduces the background of ecological migration in ningxia and the relevant situation of yuanzao village,points out the selection of research samples and the basic situation of respondents,and analyzes the results of the questionnaire and interview.The fourth chapter points out the dilemma of social governance of ecological immigrant villages from five aspects,and puts forward the experience of social governance of the same type of immigrant villages.Chapter five puts forward the optimization strategy of social governance of newly built ecological immigrant villages.Under the background of rapid economic and social development,rapid promotion of new urbanization and constant conflicts of interest demands,social governance has become the entry point for the transformation of government functions.This paper takes the social governance of ecological resettlement areas as the research object,hoping to provide some references for the research in this field.更多还原
