【摘要】 商业地产作为现代城市化发展的重要“符号”,近几年在房地产经济的带动下,成为“新的”投资热点。但是2016年以来,随着国家房地产调控政策的收紧,商业地产的发展也面临着很大影响。以沈阳市的商业地产发展为例,其规划布局不均衡、政策规范有待强化等问题突出。如何在国家宏观政策背景下,地方政府充分发挥政府职能,规范商业地产健康、有序发展,这是摆在沈阳市相关部门面前重要的课题。以沈阳市商业地产发展问题为研究主题,通过文献分析法、案例分析法、访谈调查法等研究方法,深入考查了沈阳市商业地产发展政府调控现状。研究发现:目前沈阳市在商业地产发展中的政策引导没有明晰的引导方向,在对商业地产的调控上,没有很好的理清政府调控职能方式。如商业地产发展规划布局不均衡、管理出发点不够明确、管理有效性不足等问题,透过对沈阳市商业地产发展中存在的问题进行分析发现,其政策引导不突出,调控手段不明显以及商业房地产政策缺少宏观政策环境支持等是影响沈阳商业地产发展的重要原因。最后为了推动沈阳市商业地产的发展,从加强政策规范,提升政策引导职能作用,优化政府在商业地产的调控手段以及注重行业监管三个大方向有针对性的提出了具体对策和建议,为推动沈阳市商业地产的发展,发挥沈阳市商业地产发展中政府的职能作用提供了参考和借鉴意义。更多还原

【Abstract】 As an important symbol of modern urbanization,commercial real estate has become a"new" investment momentum in recent years driven by the real estate economy.However,as the national control policy on real estate has being tightened since 2016,the development of commercial real estate is also facing great influence.For instance,the development of commercial real estate in Shenyang is subject to such difficulties as unbalanced standardized distribution and intensification of policies and regulations.In the context of the national macro-policy,the relevant departments of Shenyang are facing such great challenges as how to bring into full play the role of the local government and standardize the healthy and orderly development of commercial real estate.The current study takes the development of commercial real estate in Shenyang as the research topic.It adopts the research methods,like analysis on literature review,interviews,case studies and so on to explore into the present situation of government regulation on the development of commercial real estate in Shenyang.The study has the following findings.There is no clear guidance of the current policy in developing commercial real estate in Shenyang.And as regards the regulation of commercial real estate,the role of regulation played by the government is not well understood.What follows is the main problems,including the unbalanced layout of commercial real estate development,the unclear initiatives of management and the low management effectiveness,etc.Based on the analysis of the problems in the development of commercial real estate in Shenyang,the study has found out that the reasons that negatively influence the development of commercial real estate in Shenyang are typical of neither prominent policy guidance nor clear control measures,nor sufficient macro-economic policy support 32 on commercial real estate.Finally,in order to promote the development of commercial real estate in Shenyang,the current study offers the tailored measures and suggestions in four aspects to strengthen the standardization of policies,promote the functional role of policy guidance,optimize the government’s methods of control on commercial real estate,and place the emphasis on industry supervision.It aims at providing reference and experience of the government’s function and role in developing commercial real estate in Shenyang and bringing them into full play.更多还原
