黑龙江省电子政务建设研究

【摘要】 电子政务在提高政府办公透明度、提高办公效率、建设服务型政府方面起着无可替代的作用。随着社会信息化的快速发展,政府部门意识到了建设电子政务的重要性与紧迫性。日渐成熟的信息技术,为电子政务信息的构建提供了强大的技术保障。在大数据、云计算等技术的发展下,新的电子政务建设能够有效解决政务平台之间信息不流通,各部门之间“信息孤岛”等传统电子政务问题,建设新型电子政务成为政府部门现在亟需解决的问题。黑龙江省电子政务的发展过程也就是黑龙江省转变行政理念、转变政府职能的过程。本文全面梳理电子政务相关概念以及电子政务发展的相关理论,介绍了黑龙江省电子政务建设的基本情况及取得的成果,研究发现黑龙江省电子政务发展过程中仍存在着电子政务应用水平偏低、信息不能有效互联互通、基础设施落后、信息安全存在隐患等问题,认真剖析问题产生的原因,从长远看来,这将对全省信息化建设与电子政务发展造成阻碍。通过对我国其他地方政府电子政务建设的成功实践总结,为黑龙江省电子政务建设发展提供借鉴。最后提出理论上能够支撑、实践中切实可行的关于黑龙江省电子政务建设的对策建议,主要从提出转变观念、制定相关规章制度,完善平台建设基础,强化技术支撑等方面提高黑龙江省电子政务水平的对策。更多还原

【Abstract】 E-government plays an irreplaceable role in improving the transparency of government offices,improving office efficiency,and building a service-oriented government.With the rapid development of social informatization,government departments realized the importance and urgency of building e-government.The increasingly mature information technology provides a strong technical guarantee for the construction of e-government information.With the development of big data and other technologies,the new e-government construction can effectively solve the problem of traditional e-government issues such as non-circulation of information between government platforms and "information islands" among various departments.The development process of Heilongjiang Province’s e-government is also the process of Heilongjiang Province changing its administrative concept and changing its government functions.This article comprehensively sorts out the related concepts of e-government and related theories of e-government development,the current status of e-government construction at home and abroad,and introduces the basic situation and achievements of e-government construction in Heilongjiang Province.In view of the low level of e-government application,the inability to effectively interconnect information,the backward infrastructure,and the hidden dangers of information security,carefully analyze the causes of the problem.From a long-term perspective,this will cause the province ’s informatization construction and e-government development.Hinder.By summarizing the successful practice of e-government construction in other local governments in China,it can provide a reference for the development of e-government construction in Heilongjiang Province.Finally,it puts forward countermeasures and suggestions on e-government construction in Heilongjiang Province that can be supported in theory and practical in practice,mainly from raising the level of e-government in Heilongjiang Province by proposing changes in concepts,formulating relevant rules and regulations,perfecting the platform construction foundation,and strengthening technical support Countermeasures.更多还原
