【摘要】 乡村是中国发展的根基,是孕育中华文明的摇篮,是亿万中华儿女的精神家园。伴随改革开放取得的重大成功,农村发展的节奏明显落后于城市,“三农”问题日益凸显。因此,党的十九大在经过深思熟虑后英明提出乡村振兴战略,这也是基于我国农村发展的现实需要而制定的一项国家发展战略,以及是现阶段建设美丽乡村的题中要义。同时,十九大上还提出“加强农村基层基础工作,健全自治、法治、德治相结合的乡村治理体系”。乡村治理水平的提升是乡村振兴战略的重要目标之一,而德治作为乡村治理的有机构成,和乡村振兴存在着千丝万缕的联系。乡村德治建设在乡村振兴战略中具有重要意义和作用,是营造良好社会环境、促进乡村经济建设的有效手段,是推动乡村文化建设、助力文化振兴的重要举措,是健全“三治合一”的乡村治理体系和推进美丽乡村建设的重要基础。随着农村经济的发展和国家对“三农”关注度的增加,农民的道德水平有所提升,思想观念有所革新,乡村基础文化设施有所完善。但是,由于市场经济、乡村基础教育、制度设计和农民主体意识等因素影响,乡村社会仍然存在着传统道德资源流失、农民文化素养有待提高和乡村文化体系渐趋分化等问题。针对乡村德治建设面临的问题,要结合时代要求充分挖掘乡村优秀传统道德资源并加以创新,有效发挥政府主导作用,创建新型乡村,及时巩固农村思想文化阵地,构建乡村文化体系,不断壮大乡村人才队伍,推动乡村人才有效参与德治建设,从而促进乡村德治水平提高。更多还原

【Abstract】 The countryside is the foundation of China’s development,the cradle of Chinese civilization,and the spiritual home for hundreds of millions of Chinese children.With the great success of reform and opening up,the pace of rural development has lagged behind cities,and the "three rural" issues have become increasingly prominent.Therefore,after careful consideration,the 19 th National Congress of the Communist Party of China has wisely proposed a strategy for rural rejuvenation.This is also a national development strategy formulated based on the actual needs of China’s rural development,and is the main point in the construction of a beautiful countryside at this stage.At the same time,the Nineteenth National Congress of the Communist Party of China also proposed to "strengthen basic work in rural grassroots units and improve the rural governance system that combines autonomy,rule of law,and rule of virtue." The improvement of the level of rural governance is one of the important goals of the rural revitalization strategy.As the organic composition of rural governance,there is an inextricable link between rural governance and rural revitalization.The construction of rule of virtue in the countryside has important significance and role in the strategy of rural revitalization.It is an effective means to create a good social environment and promote rural economic construction.It is an important measure to promote the construction of rural culture and promote cultural revitalization.An important foundation for the development of a beautiful rural governance system and the promotion of a beautiful countryside.With the development of the rural economy and the increase of the country’s attention to the "three rural issues",the moral level of farmers has improved,their ideas have been reformed,and basic rural cultural facilities have been improved.However,due to market economy,rural basic education,and system design,rural society and farmer subjective consciousness still has problems such as the dilution of traditional moral resources,the improvement of farmers’ cultural literacy,and the gradual differentiation of the rural cultural system.Aiming at the problems faced by the construction of the rule of virtue in the countryside,it is necessary to fully excavate and innovate the outstanding traditional moral resources of the countryside in accordance with the requirements of the times,effectively play the leading role of the government,create a new village,consolidate the rural ideological and cultural positions in time,build a rural cultural system,and continuously expand rural talents.The team promotes theeffective participation of rural talents in the construction of the rule of virtue,thereby promoting the improvement of the level of rule of virtue in the countryside.更多还原
