【摘要】 伴随着食品安全事件的屡屡发生,食品安全形势严峻复杂,成为各级食品安全监管部门关注的焦点。青龙满族自治县拥有“八山一水一分田”的自然地貌特征,是秦皇岛市唯一一个少数民族聚集区,随着近年来经济的迅猛发展,餐饮单位的数量也与日俱增,尤其是乡村游、农家乐的兴起,小、散、乱现象大量存在,给餐饮业的监管带来了极大的困难和挑战。本文试图从国内外研究现状入手,厘清食品安全相关概念,通过文献研究、访谈、实证分析及比较研究等方法,运用了全程控制理论、信息不对称理论以及无缝隙监管理论,对青龙满族自治县餐饮业食品安全监管现状进行了深入探究,从餐饮业食品安全监管部门、第三方协同治理及餐饮单位自身三个方面总结梳理了当前青龙满族自治县餐饮业食品安全监管过程中存在问题及原因,分析借鉴了国内外先进国家和地区的食品安全监管模式,并将其运用到解决青龙满族自治县餐饮业食品安全监管问题的实际当中去,同时,结合青龙满族自治县实际和自身工作实践,本文从健全餐饮业食品安全监管体系、建立健全餐饮业第三方协同共治机制及加强餐饮服务经营者自身食品安全意识三个层面有针对性的提出了解决青龙满族自治县餐饮业食品安全监管问题的对策建议。本文通过对青龙满族自治县餐饮业食品安全监管现状的分析,借鉴了境外先进国家和国内先进地区的食品安全监管经验这块他山之石,提出了符合县域实际的食品安全监管对策建议,为青龙县餐饮业食品安全监管提供了明确的方向,同时也为其他地区食品安全监管提供了有效借鉴。更多还原

【Abstract】 Recently,the food safety has increasingly received more attention from government for severe food safety problems.Qinglong Manchu Autonomous County,which featured by“eight mountains one lake and rich cropland”,is the unique Ethnic Minority Autonomous Region in Qinhuangdao.Thanks to economic development,the number of restaurants has increased drastically in urban and countryside areas.However,the chaos of little restaurants makes the food safety management more difficult than before.This paper will based on the research of domestic conditions by empirical analysis of documents interview records and comparative studies.It will be a whole control.Information Asymmetry,and Seamless supervision study.This study will focus on the role of government,restaurants and other players in the food safety management.It is the foreign model that should be studied in order to cope with the practical issues in Qinglong Manchu Autonomous County.This research will try to provide some advices for food safety management of Qinglong Manchu Autonomous County.That is establishing a food safety management system and cooperation with other institutions.This paper will give advises for food safety management in Qinglong Manchu Autonomous County and other areas,which will guide the food safety management reform and absorb positive examples in foreign nations.更多还原
