【摘要】 近年来,改革开放的助推让中国无论是经济总量还是居民收入都有了较大提高,进入转型时期的中国也浮现出许多的社会问题,传统政府形式的种种不足之处也随之暴露。学界据此提出了建设服务型政府的呼声,中国政府将建设服务型政府提上政府改革的进程。而作为中国现代化重要节点城市的长沙不仅人口基数大,且人口增速较快,长沙市政府的公共服务水平亟待提升。警务服务是公共服务的重要一环,优化长沙市的警务服务有利于长沙市政府公共服务水平的整体提高。但目前学界关于长沙市警务服务优化的研究成果寥寥无几,在服务型政府背景下开展的相关研究更是一片空白,所以本文选取长沙市作为研究目标,以此来填补该领域相关研究的缺口。本文通过社会调查、比较分析等方法,对长沙市警务服务的现状从线上、线下两个维度进行了梳理,对长沙市警务服务的成果和特征进行了列举。提出了长沙市警务服务存在的服务态度不良、创新举措推行力度不够、服务机制不完善、硬件保障落后等问题并分析了原因,并运用服务型政府理论和马斯洛需求层次理论对以上问题进行了分析,归结出了宣传模式单一、公民本位意识缺失、相关法律缺失、考核机制不良、资源投入不足等导致以上问题的原因。本文接着深入介绍了英、美两国以及苏州、南京两市完善警务服务的有效实践,从中总结出发挥服务理念的先导作用,依托健全的制度规范,走智能化与民主化道路的警务服务优化建设经验,最后提出明确角色定位、培育服务理念、完善法律、构建各方监督机制、建立和谐警民关系、加强宣传队伍建设、提升警力资源利用效率解决长沙市警务服务现存问题的措施。该研究有助于长沙市公安部门在完善警务服务的过程中发现自身存在的问题,并采取有效的行动。更多还原

【Abstract】 In recent years,the promotion of Reform and Opening has greatly improved China’s economic aggregates and residents’ incomes.China has also experienced many social problems in the transition period.The various deficiencies in traditional government forms have also been exposed.Based on this,the academic circles put forward the call for building a service-oriented government.The Chinese government have put the building of a service-oriented government into the government reform process.As an important node city of China’s modernization,Changsha not only has a large amount of population,but also has a fast population growth rate.The public service level of the Changsha Municipal Government needs to be improved.Police service is an important part of public service.Optimizing the police service in Changsha is conducive to the overall improvement of the public service level of the Changsha Municipal Government.However,there are few research results on the optimization of police service in Changsha City.The relevant research carried out in the context of service-oriented government is even blank.Therefore,this paper selects Changsha as the research target to fill the gap in related research in this field.Through social surveys,comparative analysis and other methods,this paper sorts out the current situation of police services in Changsha from the two dimensions of online and offline,This paper lists the results and characteristics of Changsha Police Service.And puts forward that the service attitude of Changsha Police Service is not good,and the innovation measures are not implemented enough,the problem of imperfect service mechanism.And using the service-oriented government theory and Maslow’s hierarchy of needs theory to analyze the above problems,which comes down to the reasons of the above problems,such as single propaganda mode,lack of citizenship consciousness,lack of relevant laws,poor evaluation mechanism,and insufficient resource input.This paper then introduced the excellent practice of improving the police service in Britain,the United States,Suzhou and Nanjing.From this we conclude that we should let the service concept play a leading role,rely on sound institutional norms,and take the road of intelligence an d democratization.Finally,we put forward the measures such as clarify the role orientation,cultivate the service concept,improve the law,build the supervision mechanism of all parties,establish a harmonious relationship between the police and the peo ple,strengthen the construction of the publicity team,and improve the utilization efficiency of police resources to solve the existing problems of the police service in Changsha..This study will help Changsha City Public Security Department to find its own problems in the process of improving police services and take effective actions.更多还原
