【摘要】 石家庄因其特殊地理环境成为全国铁路运输的重要枢纽,为石家庄经济发展带来了更多发展机会。“一五”计划期间,国家在石家庄市建设大型棉纺织厂、制药厂,为石家庄工业企业的快速发展奠定了基础。改革开放后石家庄工业企业走在全国前列,涌现出了一批改革的企业家,一系列的经济体制改革,使石家庄的产业机构在调整中发展,在发展中调整,结构不断优化,基本形成以医药、纺织、化工、机械、电子、食品、轻工、建材工业为主的工业经济体系。经济体制改革涉及方方面面,而国有企业改革在经济体制改革的全局中,更具特殊地位。对于国企而言,中小型国有企业因其数量大,布局分散、产业种类多而对社会接纳改革的冲击力度较大,在企业改革的热潮中,石家庄国有中小型企业经历坎坷,逐渐摸索出一条适合自己的发展之路。以张兴让、马胜利为代表的石家庄中小国企,在改革的大潮中更是走在时代的前列,无论是张兴让的“企业联合”、“满负荷工作法”还是马胜利的“承包经营”,这些改制的模式为都为国企的改革探索了道路,不仅对其它国有企业产生了冲击和影响,也影响到了政府的更深层次的改革方针政策,但是改革并不是一蹴而就的,其中涉及的内容也是方方面面,在改革中,伴随着经济效益的提升,各种问题也随之产生,这也是当代国有企业改革需要不断正视的问题。本文着重分析改革开放后石家庄国有中小国企改革发展过程中遇到的问题以及相应举施,力图更加全面的梳理石家庄的国有中小企业改制的发展情况。当今我国也正处于改革开放的关键时期,国有中小企业也在不断地面临的产能升级、技术革新等一系列问题。本文以石家庄的国有中小企业改制为例,探寻国有中小企业改制的发展脉络,对于当代企业如何在改革中保持自己的优势,发挥企业潜能,有着积极的作用。更多还原

【Abstract】 Shijiazhuang has become an important hub of national railway transportation due to its special geographical environment,which brings more development opportunities for Shijiazhuang’s economic development.During the "tenth five-year plan" period,the state built large cotton textile mills and pharmaceutical factories in Shijiazhuang,laying a foundation for the rapid development of industrial enterprises in Shijiazhuang.After the reform and opening up go Shijiazhuang industrial enterprises in the national front row,emerge a batch of entrepreneurs,the reform of a series of economic system reform,make in the adjustment of industrial structure development of Shijiazhuang,adjustment in the development,structure optimization,the basic formation in medicine,textile,chemical,machinery,electronics,food,light industry,building materials industry industrial economic system.The reform of economic system involves various aspects,and the reform of state-owned enterprises has a special position in the overall situation of economic system reform.For state-owned enterprises,small and medium-sized state-owned enterprises have a great impact on the social acceptance reform due to their large number,dispersed distribution and diversified industries.In the boom of enterprise reform,small and medium-sized state-owned enterprises in Shijiazhuang have experienced setbacks and gradually explored a development path suitable for them.Small and medium-sized state-owned enterprises represented by Zhangxingrang and Mashengli Shijiazhuang reformers,in the tide of reform is to walk in the forefront of The Times,whether it is a "cartel","full execution of work" or horse "contracted management",the restructuring model to explore the way for the reform of state-owned enterprises,not only the impact and influence on other state-owned enterprises,also affected the government to further reform policies,but reform is not achieved overnight,which involves the content is also every aspect,in the reform,with the economic benefit of ascension,all sorts of problems also arise,This is also the problem that contemporary state-owned enterprise reform needs to face up to ceaselessly.This paper focuses on the analysis of the problems encountered in the reform and development of small and medium-sized state-owned enterprises in Shijiazhuang after the reform and opening up and the corresponding measures to sort out the development of the reform of small and medium-sized state-owned enterprises in Shijiazhuang.At present,China is also in a critical period of reform and opening up,and small and medium-sized state-owned enterprises are constantly facing a series of problems such as capacity upgrading and technological innovation.Taking the reform of small and medium-sized state-owned enterprises in Shijiazhuang as an example,this paper explores the development context of the reform of small and medium-sized state-owned enterprises,which plays a positive role in how to maintain their own advantages in the reform and give full play to the potential of enterprises.更多还原
