陕西省基础设施配置与城市化水平协调发展研究

【摘要】 城市基础设施的完善程度决定城市发展的质量,而城市又为基础设施的建设与发展提供了承载空间,二者相互支撑、相互促进,贯穿于城市的整个发展过程中。“新常态”经济发展时期,面临经济增长速度放缓和人民生活需求由“生存型”向“发展型”转变的压力,随着城市基础设施不断建设扩张,大量粗放式建设造成的设施利用效率低下,空间配置不合理等现状成为城市可持续发展的制约。为满足城市经济发展、人口结构变化,同时最大限度满足生态脆弱性的约束,合理测定城市基础设施与城市化复合系统耦合协调水平具有重要意义。以基础设施配置与城市化水平两系统的协调发展、优化配置机制等相关理论为基础,对2010-2017年陕西省10个地级市基础设施、城市化复合系统相关统计数据进行时空演化特征分析,并建立两者的耦合协调发展模型,其次对两系统的耦合协调度的计算Moran’s I指数与LISA集聚图,进行空间相关性分析,最后针对影响两系统的耦合协调度的主要因素进行了空间面板模型回归,采用固定效应模型计算各影响指标的显著性与影响系数。研究结果表明:陕西省各地级市基础设施配置与城市化水平有明显差异,两系统耦合协调度总体呈现“中间高两边低”、“由北向南递减”的规律,区域内发展不平衡的现象严重,以西安为龙头的关中城市群基础设施建设与城市支撑能力相对较强,陕北次之,陕南地区普遍较低;陕西各市基础设施与城市化耦合协调度的Moran’s I为负,空间呈异质性,即高数值周边为低数值围绕,低数值周边为高值,未形成明显的空间集聚现象;固定效应回归模型显示陕西省基础设施与城市化系统耦合协调度影响因素除外商直接投资额在10%水平下不显著外,其余均显著,且耦合协调度与基础设施投资、第三产业比重、城市教育水平呈正相关关系,与城乡居民收入差距呈负相关关系。

【Abstract】 The perfection of urban infrastructure determines the quality of urban development,and the city provides a bearing space for the construction and perfection of infrastructure,which supports and promotes each other and runs through the whole process of urban development.During the period of "New Normal" economic development,facing the pressure of slowing down economic growth and changing people’s living needs from "survival" to "development",with the continuous expansion of urban infrastructure construction,the low utilization efficiency of facilities caused by extensive construction and unreasonable spatial allocation become the constraints of urban sustainable development.In order to meet the constraints of urban economic development,population structure change and ecological vulnerability,it is of great significance to determine the level of coupling and coordination between urban infrastructure and urbanization complex system.Based on the theory of coordinated development and optimal allocation mechanism of infrastructure allocation and urbanization level,this paper analyses the spatial and temporal evolution characteristics of the statistical data of infrastructure and urbanization complex system in 10 prefecture-level cities of Shaanxi Province from2010 to 2017,and establishes a model of coordinated development of the two systems.Secondly,Moran’s I index and LIS index are calculated for the degree of coordinated development of the two systems.A agglomeration map is used to analyze the spatial correlation.Finally,the spatial panel model regression is carried out for the main factors affecting the coupling and coordination degree of the two systems,and the significance and influence coefficient of each impact index are calculated by using the fixed effectmodel.The results show that there are obvious differences between infrastructure allocation and urbanization level of cities at all levels in Shaanxi Province.The coordination degree of the two systems generally shows the law of "high in the middle and low on both sides" and "decreasing from north to south".The unbalanced development in the region is serious.The infrastructure construction and urban support capacity of Guanzhong urban agglomeration led by Xi’an are relatively strong,followed by Northern Shaanxi and southern Shaanxi.The Moran’s I of the coupling coordination degree of infrastructure and urbanization in Shaanxi is negative,and the space is heterogeneous,the high value is surrounded by the low value,and the low value is surrounded by the high value,which does not form obvious spatial agglomeration phenomenon;Fixed-effect regression model shows that the factors affecting the coordination degree of infrastructure and urbanization system in Shaanxi Province,except FDI of 10%.There is no significant difference under the level,the others are significant,and the degree of coordination is positively correlated with infrastructure investment,the proportion of tertiary industry and the level of urban education,and negatively correlated with the income gap between urban and rural residents.
