【摘要】 政府信息公开是指政府将所拥有的的信息以各种方式进行公布或者依照申请提供给民众,是保障人民知情权和构建民主政治的重要环节,它对建设法治政府、增强政府公信力、提升国家治理能力具有重要意义。县级政府作为我国治理体系中的最基础的行政单位,承载着国家政策的执行和落实的作用,特别是《政府信息公开条例》在实施十多年后进行了修订,此时围绕县级政府信息公开问题进行研究对完善我国政府信息公开制度具有有着重要意义。本文共有七个部分,第一部分是绪论,主要介绍了本论文研究选题的意义、国内外的研究现状,简述了研究方法和流程。第二部分对涉及到的主要概念进行了界定,论述了政府信息公开的理论基础、必要性和发展趋势、遵循的原则。第三部分介绍了东阿县政府信息公开的现状。第四部分介绍了东阿县政府信息公开存在的问题和成因。第五部分介绍了河南汤阴县和江苏沭阳县的政府信息公开的先进经验和启示。第六部分介绍了解决东阿县政府信息公开问题的对策和改进方法。第七部分为结语,对论文的内容进行了概括和归纳,并对下一步的研究进行了展望。本文认为构建完善的政府信息公开运行体系,首先需要完善县级政府层面的公开制度,通过剖析东阿县政府信息公开过程中存在的问题和阻力,深入挖掘其内在根源,在借鉴其他典型地方经验的基础上,提出了完善东阿县政府信息公开制度的思路和方法,以确保政府信息公开制度能够真正发挥实效。更多还原

【Abstract】 Government information publicity means that the government publishes the information it has in various ways or provides it to the people according to the application.It is an important link to protect the people’s right to know and build democratic politics.It is of great significance to build a government ruled by law,enhance the government’s credibility and enhance the national governance ability.As the most basic administrative unit in China’s governance system,county-level government bears the role of national policy implementation and implementation,especially the "Regulations on the disclosure of government information" has been revised more than ten years after its implementation.At this time,it is of great significance to study the issue of information disclosure of County-level government to improve the system of government information disclosure in China.This paper consists of seven parts,the first part is the introduction,which mainly introduces the significance of the research topic,the research status at home and abroad,and briefly describes the research methods and processes.The second part defines the main concepts involved,discusses the theoretical basis,necessity,development trend and principles of government information disclosure.The third part introduces the current situation of information disclosure of dong’e county government.The fourth part introduces the problems and causes of information disclosure of dong’e county government.The fifth part introduces the advanced experience and Enlightenment of government information disclosure in Tangyin County,Henan Province and Shuyang County,Jiangsu Province.The sixth part introduces the countermeasures and improvement methods to solve the information disclosure problem of dong’e county government.The seventh part is the conclusion,which summarizes the content of the paper,and looks forward to the next step.This paper believes that to build a perfect system of government information publicity,first of all,we need to improve the system of government information publicity at the county level.By analyzing the problems and obstacles in the process of government information publicity in dong’e County,we can deeply explore its internal causes,and on the basis of learning from other typical local experiences,we put forward ideas and methods to improve the system of government information publicity in dong’e County,so as to ensure the government The government information publicity system can really play an effective role.更多还原
