成都移动简阳网络割接项目质量控制与风险管理研究

【摘要】 2016年5月6日经国务院批准,同意将资阳市代管的县级简阳市改由成都市代管,故需要将简阳片区中国移动GSM、TD-SCDMA和TD-LTE三种不同制式的网络全面割接至成都分公司网络架构下。此次项目是成都分公司割接项目中最为复杂的一次割接项目,如何在如此复杂网络情况下结合项目管理理论知识,编制合理的割接流程体系和实施方案是本次项目研究的重点。本次项目要确保简阳网络在平稳过渡的基础上,以最小化的投入和最低频次的割接方式,高质量低风险地确保两地网络的平滑过渡。通过项目管理的理论知识和相关管理手段结合本次项目的特点进行规范化、流程化的体系管控,从而保障两地网络的平稳、安全和高质量的过渡,从而达到项目预期的目标。整个割程项目质量控制的实施,主要通过项目管理质量控制的基本方法来构建适用于本项目的质量控制体系。比如制定里程碑计划,项目小组人员共同商讨制定项目立项,明确目标,现网摸底调研,割接审批,割接实施,割接验证测试,验收更新归档里程碑事件,明确各个里程碑事件的内容,预测完成时间,确定需要输出的报告文件。根据割接项目参与的单位、人员梳理项目的组织架构,人员职责分工,明确总体项目的质量目标和重要环节的质量标准,制定详实的质量控制计划书,编制复杂环境下网络割接的流程规范和应急保障措施。比如制定责任分配矩阵,将现网摸底调查,规划需求确定,方案制定评估,割接方案制定,设备故障处理,物资到货保障,培训交底,割接施工,测试优化调整,效果评估输出项目内容分解到省网络部,成都分公司,简阳分公司,实施设备厂家,资阳分公司这几个公司上面,明确各个公司的职责,分工清晰,权责分明。在实施前制订各环节的质量控制点,并按照规范要求对不同阶段不同环节的施工质量进行检查,全方位、全流程地对项目进行监督监管,及时纠错。本次项目主要研究和分析复杂网络割接项目的质量控制和风险管理结合研究的必要性,可行性及重大意义。由于网络处于正常运行中,在整个割接过程中承担了极大的风险,割接实施过程中的失误将造成简阳移动通信网络的瘫痪,发生重大网络安全事故,导致移动手机用户无法正常接听、切换网络,产生频繁掉话,掉线或无法使用网络的严重后果。因此,项目各环节的风险管理是极其重要的。本项目利用项目管理中风险管理的基本方法,分析风险因素,识别不同等级的风险点位,根据风险管理模型制定可行的管理措施规避风险,确保项目的顺利达成。
【Abstract】 Approved by the state council on May 6,2016,it was agreed to transfer the countylevel administration of Jianyang in Ziyang to the administration of Chengdu.So it is necessary to cut the networks of China mobile GSM,TD-SCDMA and TD-LTE in Jianyang district into the network architecture of Chengdu branch.This project is the most complex cutover project of Chengdu branch.How to compile a reasonable cutover process system and implementation plan based on the theoretical knowledge of project management in such a complex network is the focus of this project research.This project shall ensure the smooth transition of the two networks on the basis of the smooth transition of the two networks,with the minimum investment and the lowest frequency cutover mode,high quality and low risk.By combining the theoretical knowledge of project management and relevant management means with the characteristics of this project,the standardized and process-based system management and control can be carried out,so as to ensure the smooth,safe and high-quality transition of the two networks and achieve the expected goal of the project..In the quality control of this cutting project,the quality control system suitable for this project is constructed mainly through the basic method of project management quality control.Such as the development of milestone plan,project team members to jointly discuss the development of the project,clear objectives,network research,cutover approval,cutover implementation,cutover verification test,acceptance update archive milestone events,clear the content of each milestone event,predict the completion time,determine the need to output the report file.According to the organizational structure of the cutover project participating units and personnel,the division of responsibilities of personnel should be clarified,the quality objectives of the overall project and the quality standards of important links should be clarified,the detailed quality control plan should be formulated,and the process specifications and emergency support measures of network cutover in complex environment should be formulated.To develop responsibility assignment matrix,for example,will now net fishing expeditions,determine the planning requirements,scheme evaluation,cleft grafting scheme,equipment failure treatment,guarantee supplies the arrival of the goods,training clarificaiton,cut over the construction,the tuning of the test,evaluation content of the project output of decomposition in the provincial networks,Chengdu branch,Jianyang branch,implement equipment manufacturer,from Ziyang branch of this a few company,clarify the responsibilities of each company,clear division of labor,responsibilities clear.Before implementation,the quality control points of each link should be formulated,and the construction quality of different stages and links should be inspected in accordance with the requirements of the specification.The project should be supervised and supervised comprehensively and in the whole process,and the errors should be corrected in time.This project mainly studies and analyzes the necessity,feasibility and significance of the combination of quality control and risk management of the complex network cutover project.Due to the normal operation of the network,taking great risks in the process of the whole cut over,cut over mistakes will cause in the process of implementation of Jianyang mobile communication network paralysis,major network security accidents occurred,leading to mobile phone users can’t normal answer,switching network,produce drop words frequently,the consequences of dropped or unable to use the Internet.Therefore,the risk management of each link of the project is extremely important.This project USES the basic method of risk management in project management to analyze risk factors,identify risk points of different levels,formulate feasible management measures to avoid risks according to the risk management model,and ensure the smooth completion of the project.
